Three types of Consumer Price Index Numbers maintained by Labour Bureau

Calculation of CPI

The Labour Bureau has been compiling and maintaining three different series of Consumer Price Index numbers viz. (i) Consumer Price Index Numbers for Industrial Workers (CPI-IW) on base 2001=100, (ii) Consumer Price Index Numbers for Agricultural Labourer on base 1986-87=100, (iii) Consumer Price Index Numbers for Rural Labourer on base 1986-87=100.
These index numbers measure a temporal change in prices of fixed basket of goods and services consumed by the target groups and are compiled on the basis of the prices of selected goods and services which are collected every week/month and the weights assigned to them. Weights to the selected items are assigned on the basis of the expenditure incurred on them as revealed by the surveys conducted for the purposes.
The index numbers for centre/state are compiled in several stages i.e. Sub-group, Group and General level. These centre/state level indices are then weighed to work out all-India indices.

The weights (Group / Sub-group wise) under  Consumer Price Index for Industrial Workers on base 2001=100 and Consumer Price Index Numbers for Agricultural Labourer / Rural Labourer on base 1986-87=100 are given at Annexure.
The services like education, health/medicine, transportation are included in the compilation of all three Consumer Price Index Numbers. The details of the weights assigned to services like education, health/medicine, transportation, etc. are given in Annexure.

There is substantial increase in the weights attached to services like education, health/medicine, transportation in successive series of Consumer Price Index number for Industrial Workers which is revealed from the statement given below:

2.  For Consumer Price Index Numbers for Agricultural Labourer / Rural Labourer on base 1986-87=100, there was no separate sub-groups in respect of Education, Health / Medicine and Transportation in the previous series i.e. 1960-61=100. However, the weights assigned to them during the current series i.e. 1986-87=100 are as under:

Emergency Treatment in CGHS Hospitals

CGHS Hospitals – Getting treatment in emergency conditions
Under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialities…
Private hospitals have been empanelled under CGHS only for such specialities for which they are eligible as per the terms and conditions of empanelment. However under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialities.
“Emergency” shall mean any condition or symptom resulting from any cause, arising suddenly and if not treated at the earliest opportunity would  be detrimental to the health of the patient or shall jeopardize the life of the patient".

CGHS beneficiary attending hospital in emergency: In such a situation the Hospital shall intimate  to BCA within 2 hours of admission and BCA shall respond in 4 hours (however treatment shall not be denied to any CGHS member and this is only an initiation of the e-workflow). Post discharge hospital would upload bills and  download documents as per requirements of CGHS within 72 hours.
TREATMENT IN EMERGENCY 
In emergency the hospital shall not refuse admission or demand an advance payment from the beneficiary or his family member and shall provide credit facilities to the patient whether the patient is a serving employee or a pensioner availing CGHS facilities, on production of a valid  CGHS card and the hospital shall submit the bill for reimbursement to the concerned Deptt. / Ministry / CGHS.  The refusal to provide the treatment to bonafide CGHS beneficiaries in emergency cases without valid ground, would attract disqualification for continuation of empanelment.
The following ailments may be treated as emergency which is  illustrative only and not exhaustive, depending on the condition of the patient :
Acute Coronary Syndromes (Coronary Artery Bye-pass Graft / Percutaneous, Transluminal Coronary Angioplasty) including Myocardial Infarction, Unstable Angina, Ventricular Arrhythmias, Paroxysmal Supra 
Ventricular Tachycardia, Cardiac Temponade, Acute Left Ventricular Failure / Severe Congestive Cardiac Failure, Accelerated Hypertension, Complete Heart Block and Stoke Adam attack, Acute Aortic Dissection.
Acute Limb Ischemia, Rupture of Aneurysm, Medical  and Surgical shock and peripheral circulatory failure. Cerebro-Vascular attack-Stokes, Sudden unconsciousness, Head injury, Respiratory failure, decompensated lung disease, Cerebro-Meningeal Infections, Convulsions, Acute Paralysis, Acute Visual loss.

Acute Abdomen pain.

Road Traffic Accidents / with injuries including fall. Severe

Hemorrhage due to any cause.

Acute poisoning.

Acute Renal Failure.

Acute abdomen pain in female including acute Obstetrical and Gynecological emergencies.

Electric shock. 

Any other life threatening condition.

            दि 15 व 16 दिसम्बर 2012 को सम्पन्न महासंघ की  कार्यकारिणी की बैठक में राष्ट्रीय अध्यक्ष श्री मनमोहन शर्मा ,उपाध्यक्ष श्री  नरपतसिंह पवार ,आर .नारायण स्वामी , कोश सचिव यश .बी पी .खुश वंशी , संगठन मंत्री श्री आर,यन .नवघरे, यम .यश .चंदेल ,महासचिव-पी -3 श्री इरशाद शेख मो .पी -4  के श्री ज़फरुल्लाह खान आर-3 के श्री अनीष मिश्र ,आर-4 के श्री डी .के .तिवारी ,जी .ड़ी .यश के श्री सुगंधी मिश्र ,सिविल विंग के  श्री बलराम पाण्डेय तथा डाक लेखा के  श्री संजय कुमार सिन्हा ने भाग लिया।
यह उभर कर आया कि  लखनऊ का प्रशिछण वर्ग लोगो के विश्वाश तथा कार्य करने की मनोदशा में महत्वपूर्ण परिवर्तन लाया है और सभी संघ को आगे बढ़ाने में तत्पर है। बहुसंख्या  में  17 राज्यों से आये प्रतीनिधियौं ने संकल्प लिया कि  अब उन्हें  विभाग की मान्यता शर्तो को पूरा करने से कोई रोक नहीं  सकता ।
अन्य विषयों पर निम्न समझौते हुए ।
1-नयी website  www.bpefsg.blogspot.in बनी है ,उसे अवश्य देखें और डाऊनलोड कर आदेशो से परिपूर्ण रहे ।
2-अपने  चुनाव तथा कार्यक्रमों की सूचना महामंत्री के ई मेल secgenbpef@gmail.com व प्रेमचंद के  ई मेल premchandbpef@gmail.com को अग्रसारित करें ।
3-अगली  फेडरल कौन्सिल जून माह में पंचमढ़ी मध्य प्रदेश में होगी ।
4-प्रशासनिक यूनियन को प्रचालित करना है । श्री राकेश श्रीवास्तव फिलहाल इसका कार्यभार देखेगे ।SBCO  में नई यूनियन बनाना है ।
5-सभी यूनियन 15% के लक्ष्य को ले कर काम  करेंगी ।महारास्ट्र  ,मध्यप्रदेश ,यूं .पी,तथा बिहार को कोई परेशानी नहीं होगी । पंजाब हरियाणा राजस्थान तथा मध्यप्रदेश   थोरा जोर लगायें तो लक्ष्य प्राप्त कर सकतें हैं ।प .बंगाल ,केरल .तथा तमिलनाडु में धीरे धीरे ही बढ़ोतरी होगी ।असम,chatisgarh ,हिमांचल ,हरियाणा j &k  ,उत्तराखंड नार्थ-ईस्ट ,कर्नाटक तथा झारखण्ड को सुधारने में  मेहनत करनी है ।
7-आर .यल .ओ ,विदेश सेवा ,तथा यम .यम'यस कार्यालयों पर विशेष जोर दें ।
8-R,M.S यूनियन ,यदि पंजाब ,हरियाणा ,राज .म .प्रदेश तथा महारास्त्र पर ध्यान दे तो उनका लक्ष्य प्राप्त हो जायेगा ।
9-G .D .S . यूनियन UP ,.महारास्त्र तथा बिहार ,मध्यप्रदेश में ध्यान दे तो  लक्ष्य मिल सकता है।
10-सभी सर्किल तथा डिवीज़न अपना अधिवेशन अप्रैल -2013 तक अवश्य करा लें ।
11-उत्तरप्रदेश ,तमिलनाडु के सभी अधिवेशन मार्चं में ,म .प्रदेश  के अप्रैल में निश्चित हैं
12-R .M S तथा G .D .S . का रास्ट्रीय  अधिवेशन मई  -2013 दिल्ली में  व उत्तरप्रदेश  में क्रमशा होना है ।P -III के अधिवेसन के लिए गुजरात से प्रस्ताव आया है
13-फेडरल कौन्सिल के लिए गुजरात तथा महारास्त्र से प्रस्ताव आया है ।इसका निर्णय पंचमढ़ी में होगा ।
14-बिहार प्रकरण में यह तय हुआ कि श्री नीरज कुमार ,विजय कुमार सिन्हा ,पवन कुमार पाण्डेय तथा संजय कुमार सिन्हा मिलकर संगठन का कम आगे बढ़ाएंगे ।कोई भी पत्राचार आम सहमति से करेंगे तथा आपस में संवादहीनता नहीं रखेगे । इन्हे बिहार तथा झारखण्ड का भार दिया जाता है ।
15-नरपतसिंह पवार के आने से राज . का कार्यभार का कामकाज सौपा गया है ।
16-कर्नाटक से किसी के न आने से वहां की  विशेष चिंता करनी है ।
17-हिमांचल तथा उत्तराखंड में अप्रैल -2013 तक यूनियन बना लेनी हैं ।
18-कर्नाटक तथा  तमिलनाडु का काम ज़फ्फरुल्लाह खान को सौपा गया है ।राज . तथा मध्यप्रदेश का काम इरशाद शेख को दिया गया है ।हरयाणा तथा पंजाब का काम अनीश  मिश्र तथा प्रेमचंद को दिया गया है ।प .बंगाल .असम .तथा ORRISA   का काम सुगंधी मिश्र को दिया गया है ।अन्य बचे सर्किल का काम वहां के फेडरेशन के पदाधिकरी देखेगे ।
19-सभी कार्यो की देखरेख संगठन मंत्री श्री संतोष कुमार सिंह  करेंगे
20-CWC ,CIRCLE तथा ALL INDIA CONFERENCE,एवं फ़ेडरल कौन्सिल में सदस्यौं की संख्या पहले से निर्धारित हों ।फेडरल कौन्सिल में ज्यादा से ज्यादा 400 डेलिगेट ही होंगे । संख्या को सम्बंधित पदाधिकारी को पहले से पता हो ।
21-सचिव तथा वित्त रिपोर्ट अवश्य पढ़ी जाय ।अधिवेषण को शर्ट कट न कर निर्धारित प्रारूप करें 
22-सभी सर्किल अपने यहाँ स्टडी क्लास जून -13 तक अवश्य पूरा कर लें ।
23-सभी कार्यक्रम तीन चार माह पहले निर्धारित करें ।
24-पोस्टल महासंघ पत्रिका एक माह के अंतर पर अवश्य छपेगी । इसकी कापी WWW.bpefsg.blogspot.in पर अवश्य रहगी ।
25- वितीय अनुशासन पर अवश्य जोर दें ।
26- डिवीज़न के सचिव को कोई अधिकार नहीं की वह प्राप्त यूनियन अंशदान   में से  सर्किल ,रास्ट्रीय तथा फेडरेशन को प्राप्त होने वाले हिस्से को अपने पास रोके।  ऐसा करने पर अनुशासनात्मक कार्यवाही भी हो सकती है । इसलिए कोटा अवश्य पहुचाएं ।

28-आंदोलनात्मक कार्यक्रम निम्न है
 (1) 24 जनवरी को पोस्टकार्ड ,कलाबैच तथा डिवीज़न पर धरना दें ।डिवीज़न प्रमुख को नोटिस ,निर्धारित प्रारूप में अवस्य दें ।(2)4 फरबरी को सर्किल पर धरना दें ।(3) 15 फरबरी को डाक भवन पर धरना दें ।(4) 21 व 22 फरबरी को हरताल । मांग पत्र संलग्न हैं । नोटिस का प्रारूप भी संलग्न हैं ।

Tenure posting of officials in single handed & double handed post offices

Sub: Tenure posting of officials in single handed & double handed post offices- Preventive Vigilance Measure.

Sir/ Madam,

            Instructions were issued vide this office letter dated 22-09-2005 to the effect that officials who had been posted as SPM/ PA in a single handed or double handed post office irrespective of period of posting/ completion of tenure should not be posted back to the same office after a break. It was suggested that officials in single handed or double handed post office can have only one posting in the same single/ double handed PO during their service period. However, only in respect of double handed post offices the CPMG/ PMG were given the discretion to personally relax this provision in specific cases, if warranted by exceptional administrative exigencies. This was done as a preventive vigilance measure and to have better administrative management and control of single/ double handed offices.
2. Subsequently , power to relax the aforesaid stipulations vested with the Chie PMG/ Regional PMG in respect of double handed SOs, was extended in respect of single handed post offices also vide Directorate letter of even no. dated 12-01-2012.
3. It has now been decided that the aforesaid powers vested with the Chief PMG/ Regional PMG in respect of single handed and double handed post offices to consider an official, who had earlier served in the single / double handed office to be posted back to the same office or other single and double handed office in the Division, will henceforth be exercised by the Divisional Heads subject to the following conditions:
i) The Divisional Head will satisfy himself/ herself about the antecedents and character of the officials for whom the proviso are being relaxed; and a note to this effect will be given in the file.
ii) No official will be posted back to the same single handed/ double handed post offices on transfer / deputation or otherwise before a break of full tenure period.
iii) Information about cases of relaxation so exercised by the Divisional Head will be communicated to the Regional PMG/ Chief PMG as the case may be, in a half yearly statement.
4. This issues with the approval of Secretary (Posts).

Dear Sir,
Sub: Grant of Child Care Leave without any reason.
The undersigned is directed to refer to your letter No. 1/5(f) dated 14.11.2012 and to state that as per the extant instructions contained in Board’s letter dated 23.10.2008 and 12.12.2008, woman railway employees having minor children may be granted Child Care Leave by an authority competent to grant leave for a maximum period of two years (i.e.730 days) during their entire service for taking care of upto two children whether for rearing or to look after any of their needs like examination, sickness etc. and that Child Care Leave cannot be demanded as a matter of right.

Therefore, in order to enable the competent authority to decide on the application for CCL, reasons have to be mentioned and this condition cannot be dispensed with. Moreover, DOP&T has issued instructions in 
this regard which have been adopted in toto for the female railway employees. In the circumstances, Ministry of Railways also cannot unilaterally alter the purpose for which Child Care Leave is introduced to female railway employees.
In light of this, the demand is not feasible for acceptance.

House Building Advance to Central Government Employees

CAT ERNAKULAM ORDER REGARDING ABOLISHING OFGROUP D & POSTMAN POST BY DEPARTMENT OF POST IS AN ILLUSARY

    20 दिसम्बर 12 के CAT एर्नाकुलम केरल द्वारा विभाग को दिया गया निर्देश कि वर्ग  द तथा पोस्टमैन के पदो में कटौती पर अगली सुनवाई तक कोई कार्यवाही न हो एक भ्रामकता हैं। यह विनोद सक्सेना द्वारा पैसा वसूलने का  मौका मिलना जैसा हैं।ऐसे निर्णय कोर्ट से दिलाना वकालत की कारीगरी है जिससे हमे बचना है ।     NFPE  ने अभी  अभी  GDS संवर्ग में नयी यूनियन बनाई है और उसे पैसा और सदस्य बनाने का मौका देना चाहते हैं ।इसलिए यह सामान्य सा आदेश कोर्ट से कराया हैं
     पदो  में कटौती के विभाग के निर्णय में खुद NFPE शामिल था और अब साख बचाने के लिए यह उपक्रम कर रहा  है
     अतः हमे सावधान रहकर, जनता को भी सावधान करना है और नई बनी NFPE की gds यूनियन को न तो पैसा देना है और न ही सदस्य देना है 

NOW CGHS FACILITY TO DEPUTATIONIST IN AUTONOMOUS& OTHER OFFICESRETIREE

Extension of CGHS facilities to retired employees of Autonomous Bodies and Statutory Bodies of the Government of India 
The above subject was directed to the Competent Authority for extension of CGHS facilities, on their retirement, to all those Central Government employees who have proceeded to Statutory Bodies (SB) / Autonomous Bodies (AB) of Central SB / AB or proceeded to SB / AB on absorption basis subject to the condition that they are in receipt of Central Civil pension. The contributions to be made were to be decided by the Grade Pay that they would have now drawn in the Government in the post held by them but for their absorption in SB /AB.

In this context, it is clarified that all those Government employees who are on deemed deputation of Autonomous Bodies (Abs) Statutory Bodies (SBs) of the Central Government and retiring while on such deemed deputation to Abs / SBs will be eligible for CGHS facility, provided they are receiving Central Civil Pension and are not availing the medical facility provided by the ABs / SBs after their retirement. The contributions to be made will be decided by the Grade Pay that they would have now drawn in the Government in the post held by them but for their absorption of SBs /Abs.

OFFICE MEMORANDUM

Subject: Clarification regarding admissible / non-admissible items under CGHS.

The undersigned is directed to refer to the directions given by Hon’ble High Court of Delhi in the case of Sh. Kanhiya Singh Vs UOI and others [W.P.(C)9044/2011], regarding admissibility and non-admissibility of certain items under CGHS, the following clarifications are issued:-

2. “CGHS Package Rate” means and includes lump sum cost of inpatient treatment / day care / diagnostic procedures for which a CGHS beneficiary has been permitted by the competent authority or for treatment under emergency from the time of admission to the time of discharge including (but not limited to ) – (i) registration charges, (ii) Admission charges, (iii) Accommodation charges including patients diet, (iv) Operation charges, (v) Injection charges, (vi) Dressing charges, (vii) Doctor / consultant visit charges, (viii) ICU /ICCU Charges, (ix) Monitoring charges, (x) Transfusion charges, (xi) Anesthesia charges, (xii) Operation theatre charges, (xiii) Procedural charges / surgeon’s fee, (xiv) Cost of surgical disposables and all sundries used during hospitalization, (xv) Cost of surgical disposables and all sundries used during hospitalization, (xv) Cost of medicines, (xvi) Related routine and essential investigations, (xvii) Physiotherapy charges etc. (xviii) Nursing care and charges for its services.

3. Cost of Implants / Stents / Grants is reimbursable in addition to package rates as per CGHS ceiling rates for Implants / Stents / Grafts or as per actual, in case there is no CGHS prescribed ceiling rate.

4. During In-patient treatment of the CGHS beneficiary, the hospital will not ask the beneficiary or his / her attendant to purchase separately the medicines / sundries / equipments or accessories from outside and will provide the treatment within the package rate, fixed by the CGHS, which includes the cost of all the items.

5. In cases of conservative treatment, where there is no CGHS package rate, the above mentioned items are admissible – items wise at CGHS rates or as per AIIMS rates (if there is no CGHS rate) or as per actual (if there is no CGHS / AIIMS rate) for any item.

6. Package rates envisage up to a maximum duration of indoor treatment as follows: 
12 days for Specialized (Super Specialties) treatment: 
7 days for other Major Surgeries; 
3 days for Laparoscopic surgeries / normal deliveries; and 
1day for day care / Minor (OPD) surgeries.

7. However, if the beneficiary is required to stay in the hospital for his / her recovery for a period more than the period covered in the prescribed package rate, in exceptional cases, supported by relevant medical records and certified as such by the hospital, the additional reimbursement shall be limited to accommodation charges s per entitlement, investigations charges at approved rates, and doctors visit charges (not more than 2 visits per day per visit by specialists / consultants) and cost of medicines for additional stay). No additional charge on account of extended period of stay shall be allowed if that extension is due to infection on the consequences of surgical procedure or due to any improper proceed.

8. The above list is however not exhaustive. Some patients may require additional facilities/ procedures, which are admissible depending upon the medical requirements as advised by the treating doctors/specialists, with proper justification. Therefore, it is not possible to indicate a comprehensive list of items, which are not admissible. However, the following items are not admissible for the purpose of reimbursement under CGHS: 
Telephone charges 
Toiletries 
Sanitary napkins 
Talcum powder 
Mouth fresheners

Sub:- Revision of designations of erstwhile Group ‘D’ staff.

While recommending upgradation of all existing Group 'D’ employees to Group 'C’in Grade Pay Rs. 1800 (equivalent to Group ‘C’ scale of R. 2750-4400), 6th CPC in para 3.7.9 of its report has provided that job description of the Group 'D' posts shall be so upgraded and placed in Group 'C’, and revised and re-defined with emphasis on multi skilling so that a single employee is able to perform various jobs. Further, DOP&T in their OM dated 30-04-2010 has suggested that single designation may be adopted for posts whose duties are similar in nature. While indicating that designation of Multi-Tasking Staff may be adopted for some common categories of posts (designation and indicative list of duties issued by DOP&T vide their letter ibid is enclosed as Annexure-I.

Since, all the pre-revised scale of Group ‘D’ staff (Rs.2550-3200, 2610-3540 & 2650-4000) has been merged and placed in a single revised pay structure PB-I, Grade Pay Rs.1800 (corresponding to pre-revised scale of Rs.2750-4400, revised designations for these staff on Railway are to be issued in consonance with the recommendations of 6 CPC.

Federations are requested to please convey their views on the above proposal regarding grouping/broad-banding of erstwhile Group 'D’ staff and revision of their designation keeping in view of above facts in the format enclosed alongwith as Annexure-II.

Subject : Re-Constitution of Department Peer Review Committee for considering the cases for extension of service of Scientists beyond the age of superannuation.

The Prime Minister has approved the composition of the Standing Peer Review Committee in respect of Department of Information Technology with the following composition for considering the cases for extension of service of Scientists beyond the age of superannuation under FR56(d).


1. Secretary, Department of Information Technology - Chairman
2. Shri.S.S.Sundaram, Chief Controller, R&D (ECS), DRDO - Member
3. Prof.D.K.Bandyopadhyay, Vice-Chancellor, Guru Govind Singh I P University - Member
4. Shri.S.C.Mishra, Member(Service), DoT - Member
5. Secretary(P), DoP&T or representative of Secretary not below the rank of Additional Secretary - Member

2. The tenure of the Committee will be two years.

3. The Committee will hold biennial meetings, three to four months in advance to consider the proposals for extension of service coming up in the six months block i.e. April-September and October-March so that the ACC gets sufficient time to consider the proposals. The recommendations of the Peer Review Committee for extension of service beyond 60 years and upto 62 years may be submitted to the E.O.Division of DoP&T for obtaining approval of the ACC.

4. The Committee will also consider the cases of extension of service beyond 62 years and upto 64 years and the recommendation of the Committee may be submitted to the Establishment Division for placing the same for consideration by the Screening Committee headed by the Cabinet Secretary before obtaining the approval of the ACC.

Sub: Fixation of pay on promotion:
It was agreed in the meeting of the National Anomaly Committee held on 17th July, 2012 that wherever there is a provision of direct recruitment in the Recruitment Rules, pay on promotion would be fixed at the prescribed minimum of the entry pay as provided for the direct entrants in the revised pay rules.  However a formal order in implementation of this order is yet to be issued.
We shall be grateful if necessary directions are issued for the issuance of formal orders in the matter.

CLARIFICATION ON CHIDREN EDUCATION ALLOWANCE

Subject : Children Education Allowance / Hostel Subsidy-Clarification

The undersigned is directed to refer to Department of Personnel & Training’s O.M. No.12011/03/2008 Estt.(AL) dated 2nd September, 2008 and subsequent clarification No.12011/08/2010-Estt.(AL) dated 30th December, 2010 on the above subject and to say that this Department has been receiving various references seeking clarification whether fee charged by schools for teaching through audio-visual aids can be reimbursed. 

It is clarified that fee paid to the school for the use of any aid or appliances by the child is reimbursable. Hence, if fee is charged by the school for teaching through audio-visual tools, the same is reimbursable as “fee” mentioned in para 1(e) of the O.M. mentioned above.
