There are employees who are not yet enrolled as members in any union (Non-members). Similarly some employees from other unions may be willing to join our Union. Further many new-recruits who joined the department are yet to be enrolled as members under check-off system (Recovery of subscription from pay-roll). All the above categories of employees are to be enrolled in the membership of BPEF in the month of April. All Divisional/Branch Secretaries and Circle Secretaries are requested to make a special drive to collect the declaration from all non-members in April, 2014. Revision of monetary limits for handling cases of Loss / Fraud cases for conducting Investigations at DO/RO/CO level
Postal Directorate vide letter No. 8-03/2012-INV dated 24.03.2014 has revised the monetary limits for handling cases of Loss / Fraud cases for conducting Investigations at DO/RO/CO level.
The revised limits will be applicable for cases detected on or after 01.04.2014. Earlier limits will be applicable in respect of all investigations pending on 31.03.2014.
The revised limits are as follows:

2. मा० श्री अटल विहारी जी ने अपने कार्यकाल में
50% डी०ए० को मूल वेतन में विलय करके लोकप्रियता बढ़ायी थी अतः आप की आगामी सरकार
भी डी०ए० का मूल वेतन में विलय को प्राथमिकता देगी |
3. MACP की योजना को कैडर से जोड़ कर
लागू करने की दिशा में कदम बढ़ायीगी |
4. इस आर्थिक युग में वेतन निर्धारण की प्रक्रिया

आशा है कि आप सभी सपरिवार कुशल पूवर्क जीवन यापन करते हुए यथा
संभव संघीय क्रिया कलापों में संलिप्त होगे तथा अपने संघ के अखिल भारतीय अधिवेशन
की प्रतीक्षा में होंगे ! बंधुओ, आप सभी जानते है कि संघ का 12 वा अखिल भारतीय
अधिवेशन दिनाक 2 -3 अक्टूबर 2010 तक
गुजरात के सुप्रषिद स्थल भुज में संपन्न हुआ था जिसमे श्री बचान प्रसाद यादव जनरल
सेक्रेटरी तथा हमें ज्वाइंट जनरल
सेक्रेटरी चुना गया था 1 अधिवेशन के बाद श्री बचान प्रसाद यादव जी को “ पैरालिसिस”
का अटैक हुआ और वे सेवानिवृत भी हो गए 1 उसी समय श्री यादव जी ने महामंत्री का
संपूर्ण दायित्व हमें सौप दिया था 1 यदपि श्री यादव जी के महामंत्री रहते हुए भी
हमने पूरा कार्य अपने हाथ में लिया हुआ था जैसे पोस्टल भारती का प्रकाशन, अधिवेशनो
में जाना , संगठनात्मक प्रवास , सर्कुलर भेजना आदि- आदि 1 बंधुओ , श्री ऍम0 के0
खम्बोरकर जी के रिटायर होने एवं महामंत्री के पद से उनके हटने के बाद उनकी बहुत कमी महसूस हुई 1 हम हमेशा
उनके साथ रहे एवं उनके बिना काम करने की कल्पना हमें नहीं थी 1 चैन्नई हाई कोर्ट
का परिणाम कुछ भी रहा हो , उस पर अपना कोई अधिकार नहीं है किन्तु हमारे प्रयास में
कोई कमी नहीं थी 1 रात में भी वकील का फ़ोन आता था तो सुबह हम श्री खम्बोरकर जी को
लेकर चैन्नई पहुच जाते थे 1 अपना संगठन मजबूत हो – इसके लिए हमने कोई कोर कसर नहीं
छोड़ी 1 अखिल भारतीय अधिवेशन को सम्पन्न कराने में भी देरी इसी कारण से हुई 1 हमारी
इच्छा थी कि जब भी हमारा अधिवेशन हो उस समय हमारे अधिवेशन में देश के प्रासंगिक
वक्तित्व एवं जानी मानी चर्चित हस्ती माननीय नरेन्द्र मोदी जी को लाये 1 इस प्रयास
में समय लगा 1 इसी बीच हमें खुदा की रहमत से पबित्र हज यात्रा, जहा जाने के लिये हर मुसल्मान बेचैन रहता है एवं
जहां गए बिना शरीर त्यागना हम अपना दुर्भाग्य समझते है , में जाने का सुअवसर मिला
, जिससे हमारा अधिवेशन थोडा और बिलम्बित हुआ l
बंधुओ , संगठन को मजबूत करने के लिये किये
गये निरंतर प्रयासों के कारण हमें रिटायर होने पर 300 दिन का लीव एन्कैश्मेंट भी
नहीं मिला किन्तु संगठन की मजबूती एवं
विभाग से भ्रष्टाचार को मिटाने हेतु हम कृत संकल्प रहे जिसमे हमें सफलता भी मिली l
फेडरेशन एवं अपने संघ को समय समय पर अपेक्षा से ज्यादा आर्थिक सहायता भी हमने की l
लखनऊ के अत्यंत सफल महासंघ के अभ्यास वर्ग एवं चिंतन शिविर में आये सभी
प्रतिनिधियों को हमने एक एक बैग भी दिया l हम अपने हटने से पहले महासंघ /
केन्द्रीय संघ को कुछ आर्थिक मदद करके मजबूत कर सके , हमारा यही प्रयास था l
महासंघ के एक मात्र पूर्णकालिक पदाधिकारी श्री प्रेमचंद की भी चिंता हमें रहती है
l
संघ का अधिवेशन सफल हो , आर्थिक रूप
से मजबूत हो , इसे ध्यान में रखकर हम माननीय मोदी जी को लाने के लिए प्रयासरत थे
जिसमे सफलता मिल गयी है l माननीय नरेन्द्र भाई मोदी जी ने अपनी अतिबय्स्त्ता के
बावजूद 5 मिनट के लिए अधिवेशन में आने की सहमति दे दी है l जब आ जायेगे तो हम लोग
5 मिनट को 30 मिनट में बदल देगे l
जो भी हो , उपरोक्त कारणों से अधिवेशन में थोडा विलम्ब हुआ
l अब आप सभी को सादर सूचित किया जाता है कि संघ का 13 वा अखिल भारतीय अधिवेशन
दिनाक 13 -14 अप्रैल 2014 को सूरत (गुजरात ) में सम्पन्न होने जा रहा है जिसमे आप सभी की उपस्थित सादर प्रार्थनीय है
l दिनाक 12 अप्रैल 2014 को केंद्रीय कार्यकारणी की बैठक होगी जिसमे सभी
केंद्रीय कार्यकारणी के सदस्य एवं प्रांतीय सचिव को रहना जरुरी है l अखिल भारतीय
अधिवेशन के साथ साथ बी0 पी0 ई0 एसोसिएशन ग्रुप सी गुजरात सर्किल का सर्किल अधिवेशन
तथा सूरत डिवीज़न का अधिवेशन होगा l
सभी
प्रांतीय सचिव से निवेदन है कि उनके सर्किल से कितने डेलीगेट आयेगे उसी प्रकार से

Revision of HSG I Recruitment Rules -- On the Way :
It is informed that the Revised HSG-I Recruitment Rules has been approved by the DoPT. Now the clearance of Law Ministry is pending. As per the DoPT instructions, minimum 5 years service is required for promotion from HSG II to HSG I. All Circle Secretaries /Divisional Secretaries are instructed to take immediate action to fill up all the HSG I vacancies as per the existing HSG I Recruitment Rules if not already done especially before notification of revised rules.

There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.
24 out of 407 Private hospitals empanelled under CGHS decided unilaterally to discontinue credit facility to the eligible categories of CGHS beneficiaries. Show Cause Notices stand issued to these Hospitals and the empanelment of five Hospitals has been suspended for a period of six months or till further orders, whichever is earlier.
In this regard, the CGHS beneficiaries are advised not to be guided by misleading information as most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries. The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS. Ministry of Health and Family Welfare has already taken special steps for clearance of pending hospital bills on a priority basis and the pendency of bills is almost cleared.
CGHS has already invited bids for revision of package rates through a transparent tender process, where the last date for submission of bids was 16th March, 2014. Steps are underway to conclude the tender process early.

REVISION OF INTEREST RATES FOR SMALL SAVINGS SCHEMES FOR THE FINANCIAL YEAR 2014-15

Various decisions taken by the Government of India on the recommendations of the Shyamala Gopinath Committee for Comprehensive Review of National Small Savings Fund (NSSF), were communicated to all concerned by the Government through its Office Memorandum dated 11th November, 2011.
One of the decisions of the Government based on the recommendations of the Committee relates to revision of interest rates every financial year, to be notified before 1st April of that year. Accordingly with the approval of the Finance Minister, the rates of interest on various small savings schemes for the Financial Year 2014-15 effective from 01.04.2014, on the basis of the interest compounding/payment built-in in the schemes, shall be as under :
