            In view of inertness shown to our letter dated 24-12-2012 to solve the problems being faced by employees through negotiation and in   accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the unions  affiliated to BPEF will hold a day long Dhrana at Dak Bhawan on 15-02-2103. In case  no negotiation channel opens and the demands  remains unsettled, the employees will go on two days strike on 20th and 21st February 2013. The Charter of Demands is enclosed for your ready reference and settlement.

Postmen will receive incentive @ 50 per letters for delivery of Aadhar Number



Department of Post will give incentive to the postmen @ 50 paisa per letters for delivery of carrying Aadhar number of the residents.  DoP has signed a Memorandum of Understanding (MoU) with Unique
Identification Authority of India (UIDAI) in this regard. The Business Development & Marketing Directorate of  DoP has issued an Office Memorandum on 30-05-2012 on details thereof.  The text of letter is given below:

OFFICE MEMORANDUM

Subject:- Incentive scheme for delivery of letters carrying Aadhar number of the residents.

   Department of Posts (DoP) has signed a Memorandum of Understanding (MoU) with Unique Identification Authority of India (UIDAI) on 30 April, 2010 wherein the DoP agreed to offer postal and mail services to UIDAI on the various terms and conditions laid down in the MoU.

   2. The Standard Operating Procedure for Printing, Booking, Transmission & Delivery of letters carrying Aadhar number of the residents has already been circulated to all concerned vide BD&M Directorate letter no. 51-58/2010-BD&MD dated 06.06.2011.

   3. It has now been allowed to give incentive to the postmen @ Re 0.50 per letter which are delivered in a timely manner i.e. within 14 days from the date of booking in case of Departmental Delivery Offices & within 17 days from the date of booking in case of Branch Post offices OR within 7 days from the first attempt of delivery whichever is later subject to the condition that the delivery information in respect of all such articles be uploaded on Speed Net.

   4. Before the payment of incentive to any postmen, the sanctioning authority shall satisfy himself that the concerned postman had been prompt in delivery of letters for which the incentive is being paid and there was no un-necessary delay at the part of postmen in delivering such letters.

   5. The terms & conditions as in the case of normal Speed Post articles would be applicable.

EXTENSION OF TIME LIMIT FOR FILING CLAIMS OF VERIFICATION OF 
MEMBERSHIP OF CENTRAL TRADE UNION ORGANISATIONS
In continuation of Advertisement dated 1.11.2012 regarding Verification of Membership of Central Trade Union Organisations  the Standing Committee for General Verification under the auspices of the Ministry of Labour and Employment constituted for consultation on General Verification in respect of Central Trade Union Organisations has  arrived at a unanimous decision in its 6th Meeting held on 21st December, 2012 to extend the time limit for filing the claims by CTUOs by 2 months i.e. from 31st January,2013 to 31st March, 2013.
Accordingly, the concerned CTUOs may now file their claims by 31st March, 2013.

NOTICE

VERIFICATION OF MEMBERSHIP OF CENTRAL TRADE UNION
ORGANISATION
Government of India, Ministry of Labour & Employment has decided to conduct fresh general verification of membership of trade unions affiliated to Central Trade Union Organisations with date of reckoning as 31st December,2011 for the purpose of determining the representation of Central Trade Union Organisations on international and national conferences, committees, councils etc.
It has been decided in consultation with the Standing Committee on General Verification that those trade union organizations whose affiliates have at least a combined verified membership of 8 lacs and unions registered in at least 8 States with membership presence in at least 8 industries as on 31.12.2011, would be recognized by the Government as Central Trade Union Organisation. A Central Trade Union Organisation which fulfils these conditions, should submit to the Chief Labour Commissioner (Central), Shram Shakti Bhawan, New Delhi by 31.01.2013 at the latest, the particulars of its affiliated trade unions in the prescribed form which is available with the Office of Chief Labour Commissioner(Central).  The process of  verification would be initiated after such organization has furnished full information in this regard and has made out  a case that it meets the above stipulations.

काकोरी ट्रेन डकैती और साण्डर्स की हत्या में शामिल निर्भय क्रांतिकारी चंद्रशेखर आजाद, का जन्म 23 जुलाई, 1906 को उन्नाव, उत्तर प्रदेश में हुआ था. चंद्रशेखर आजाद का वास्तविक नाम चंद्रशेखर सीताराम तिवारी था. चंद्रशेखर आजाद का प्रारंभिक जीवन आदिवासी बाहुल्य क्षेत्र भावरा गांव में व्यतीत हुआ. भील बालकों के साथ रहते-रहते चंद्रशेखर आजाद ने बचपन में ही धनुष बाण चलाना सीख लिया था. चंद्रशेखर आजाद की माता जगरानी देवी उन्हें संस्कृत का विद्वान बनाना चाहती थीं. इसीलिए उन्हें संस्कृत सीखने लिए काशी विद्यापीठ, बनारस भेजा गया. दिसंबर 1921 में जब गांधी जी द्वारा असहयोग आंदोलन की शुरूआत की गई उस समय मात्र चौदह वर्ष की उम्र में चंद्रशेखर आजाद ने इस आंदोलन में भाग लिया जिसके परिणामस्वरूप उन्हें गिरफ्तार कर मजिस्ट्रेट के समक्ष उपस्थित किया गया. जब चंद्रशेखर से उनका नाम पूछा गया तो उन्होंने अपना नाम आजाद और पिता का नाम स्वतंत्रता बताया. यहीं से चंद्रशेखर सीताराम तिवारी का नाम चंद्रशेखर आजाद पड़ गया था. चंद्रशेखर को पंद्रह दिनों के कड़े कारावास की सजा प्रदान की गई.


क्रांतिकारी जीवन

1922 में गांधी जी द्वारा असहयोग आंदोलन को स्थगित कर दिया गया. इस घटना ने चंद्रशेखर आजाद को बहुत आहत किया. उन्होंने ठान लिया कि किसी भी तरह देश को स्वतंत्रता दिलवानी ही है. एक युवा क्रांतिकारी प्रनवेश चैटर्जी ने उन्हें हिंदुस्तान रिपब्लिकन एसोसिएशन जैसे क्रांतिकारी दल के संस्थापक राम प्रसाद बिस्मिल से मिलवाया. आजाद इस दल और बिस्मिल के समान स्वतंत्रता और बिना किसी भेद-भाव के सभी को अधिकार जैसे विचारों से बहुत प्रभावित हुए. चंद्रशेखर आजाद के समर्पण और निष्ठा की पहचान करने के बाद बिस्मिल ने चंद्रशेखर आजाद को अपनी संस्था का सक्रिय सदस्य बना दिया. अंग्रेजी सरकार के धन की चोरी और डकैती जैसे कार्यों को अंजाम दे कर चंद्रशेखर आजाद अपने साथियों के साथ संस्था के लिए धन एकत्र करते थे. लाला लाजपत राय की हत्या का बदला लेने के लिए चंद्रशेखर आजाद ने अपने साथियों के साथ मिलकर सॉण्डर्स की हत्या भी की थी. आजाद का यह मानना था कि संघर्ष की राह में हिंसा होना कोई बड़ी बात नहीं है इसके विपरीत हिंसा बेहद जरूरी है. जलियांवाला बाग जैसे अमानवीय घटनाक्रम जिसमें हजारों निहत्थे और बेगुनाहों पर गोलियां बरसाई गईं, ने चंद्रशेखर आजाद को बहुत आहत किया जिसके बाद उन्होंने हिंसा को ही अपना मार्ग बना लिया.


झांसी में क्रांतिकारी गतिविधियां

चंद्रशेखर आजाद ने एक निर्धारित समय के लिए झांसी को अपना गढ़ बना लिया. झांसी से पंद्रह किलोमीटर दूर ओरछा के जंगलों में वह अपने साथियों के साथ निशानेबाजी किया करते थे. अचूक निशानेबाज होने के कारण चंद्रशेखर आजाद दूसरे क्रांतिकारियों को प्रशिक्षण देने के साथ-साथ पंडित हरिशंकर ब्रह्मचारी के छ्द्म नाम से बच्चों के अध्यापन का कार्य भी करते थे. वह धिमारपुर गांव में अपने इसी छद्म नाम से स्थानीय लोगों के बीच बहुत लोकप्रिय हो गए थे. झांसी में रहते हुए चंद्रशेखर आजाद ने गाड़ी चलानी भी सीख ली थी.


चंद्रशेखर आजाद और भगत सिंह

1925 में हिंदुस्तान रिपब्लिकन एसोसिएशन की स्थापना की गई. 1925 में काकोरी कांड हुआ जिसके आरोप में अशफाक उल्ला खां, बिस्मिल समेत अन्य मुख्य क्रांतिकारियों को मौत की सजा सुनाई गई. जिसके बाद चंद्रशेखर ने इस संस्था का पुनर्गठन किया. भगवतीचरण वोहरा के संपर्क में आने के बाद चंद्रशेखर आजाद भगत सिंह, सुखदेव, राजगुरु के भी निकट आ गए थे. इसके बाद भगत सिंह के साथ मिलकर चंद्रशेखर आजाद ने अंग्रेजी हुकूमत को डराने और भारत से खदेड़ने का हर संभव प्रयास किया.

1931 में फरवरी के अंतिम सप्ताह में जब आजाद गणेश शंकर विद्यार्थी से मिलने सीतापुर जेल गए तो विद्यार्थी ने उन्हें इलाहाबाद जाकर जवाहर लाल नेहरू से मिलने को कहा. चंद्रशेखर आजाद जब नेहरू से मिलने आनंद भवन गए तो उन्होंने चंद्रशेखर की बात सुनने से भी इंकार कर दिया. गुस्से में वहां से निकलकर चंद्रशेखर आजाद अपने साथी सुखदेव राज के साथ एल्फ्रेड पार्क चले गए. वे सुखदेव के साथ आगामी योजनाओं के विषय में बात ही कर रहे थे कि पुलिस ने उन्हे घेर लिया. लेकिन उन्होंने बिना सोचे अपने जेब से पिस्तौल निकालकर गोलियां दागनी शुरू कर दी. दोनों ओर से गोलीबारी हुई. लेकिन जब चंद्रशेखर के पास मात्र एक ही गोली शेष रह गई तो उन्हें पुलिस का सामना करना मुश्किल लगा. चंद्रशेखर आजाद ने पहले ही यह प्रण किया था कि वह कभी भी जिंदा पुलिस के हाथ नहीं आएंगे. इसी प्रण को निभाते हुए उन्होंने वह बची हुई गोली खुद को मार ली.


पुलिस के अंदर चंद्रशेखर आजाद का भय इतना था कि किसी को भी उनके मृत शरीर के के पास जाने तक की हिम्मत नहीं थी. उनके शरीर पर गोली चला और पूरी तरह आश्वस्त होने के बाद ही चंद्रशेखर की मृत्यु की पुष्टि हुई.


बाद में स्वतंत्रता प्राप्ति के पश्चात जिस पार्क में उनका निधन हुआ था उसका नाम परिवर्तित कर चंद्रशेखर आजाद पार्क और मध्य प्रदेश के जिस गांव में वह रहे थे उसका धिमारपुरा नाम बदलकर आजादपुरा रखा गया.

Subject: Streamlining the procedure for collecting on-line data/information — Notice of the meeting.
This Department had been collecting annual data about representation of SCs, STs, OBCs and Persons with Disabilities in Central Government Services as on 1st January of each year. Vide Office Memoranda of even number dated 15th October, 2012 and 5th November, 2012 all the Ministries/Departments were apprised that the government has decided to collect the aforesaid data on line’. For the purpose, URL www.rrcps.nic.in was created and every Ministry/Department was given a user name and the login password to the URL and it was requested that the data of representation of SCs, STs and OBCs and Persons with Disabilities as on 1st January, 2012 may be filled up ‘on line’ on trial basis.
2. It has been found that most of the Ministries/Departments have not even created their profile. Some Ministries/Departments have initiated the data entry but the data has not been successfully sent it to this Department.
3. The data of annual representation of SCs, STs, OBCs, and Persons with Disabilities as on 1.1.2013 is also due and is required to be submitted by Ministries/Departments on-line only. To facilitate and to smoothen the process of on-line submission of data on-line, this Department is organizing workshops on the following dates, to help the Ministries/Departments in filling up the data:-
(i) 22nd January, 2013 (for Ministries/Departments at Annexure A)
(ii) 23rd January, 2013 (for Ministries/Departments at Annexure B)
(iii) 24th January, 2013 (for Ministries/Departments at Annexure C)

Agenda Points for the 45th Indian Labour Conference P

Finalizes Agenda for the 45th Indian Labour Conference
           
‘Rapid economic growth’ coupled with ‘Safeguarding the rights of the workers’ will lay the foundation of our country’s development in a sustained manner. Shri Mallikarjun Kharge, Minister of Labour and Employment, emphasized this while delivering his presidential address at the 45thsession of Standing Labour Committee here today at Vigyan Bhawan. He laid stress on the proactive measures to improve the situation of the workers in general and those of the vulnerable sections of the society in particular. According to him the concept of ‘Dignity of human labour’ and ‘Safeguarding the interest of our work-force’ should be the cornerstone of all our policies. He stated that active labour market policies and speedy Social Security coverage are the two basic requirements of our present day society. Shri Kharge said that one of the contemporary challenges is employment generation. In this regard MGNREGA has been able to provide income support and has contributed towards checking distress migration. Other employment generation programmes like National Rural Livelihood Mission, Swarna Jayanti Shahari Rozgar Yojna and Prime Minister’s Employment Generation Programme etc. have also contributed a lot towards providing livelihood security.
Labour and Employment Minister also spoke about various legislative steps taken by his Ministry for Labour Welfare in recent years. These are:-
·         Increase of wage ceiling in the Payment of Wages Act, 1936;
·         Amendments in the Industrial Disputes Act, 1947 for speedy reconciliation and settlement of disputes;
·         Provision of reservation for OBC in the Apprenticeship Act, 1961;
·         Increase in Wage Ceiling in the Bonus Act;
·         Increase of Medical Bonus under the Maternity Benefit Act, 1961;
·         Increase in gratuity ceiling to Rs.10 Lakh.
Shri Kharge further stated that the process of amendment in the Mines Act, 1952 is in progress. Cabinet has approved amendments in the Child Labour (Prohibition and Regulation) Act, 1986, which will facilitate ratification of ILO Convention 138 and 182. He said that 94 % of our workforce is in the unorganized sector. This area requires relentless efforts and innovative indigenous solutions. Strategies for bringing improvement in this area should aim at improving Labour Legislation and Labour Administration. According to him extending organizational support and augmenting bargaining power of the unorganized workers should be a priority.
According to Labour and Employment Minister India faces a mammoth challenge in the area of skill training. Because of Government’s intense efforts we have been able to increase the number of  ITIs to more than 10,000 and improved the infrastructure of existing ITIs. Modular Employable Skill is one of the ambitious schemes of Ministry to address the employment needs of the unorganized sector. Government has been able to develop 1,422 short term courses for providing skills in a short span to a large number of people. Shri Kharge stated that 27 States/UTs are implementing RSBY and more than 3.35 crore smart cards have been issued. More than 46.75 lakh persons have availed hospitalization facilities.
Minister of State for Labour and Employment, Shri K. Suresh stated that Ministry of Labour and Employment is always guided by the spirit of tripartism and it works towards creation of harmonious relationship and conducive industrial environment. He further stated that we should ensure that labour-management relations in our countries must be marked by confrontation, cooperation and consensus, not confirmation. Any proactive step in this regard will act as a catalyst in sustaining our growth momentum which is also very essential to achieve the Millennium Development Goals, particularly poverty eradication.
The Standing Labour Committee finalized the following agenda for 45th Indian Labour Conference:
1.      Service conditions, wages and social security for various categories of workers employed in different Central Government and State Government schemes (Anganwadi, Mid-day meal, ASHA, Sarva-Shiksha Abhiyan and other schemes under various Ministers of Central Government.
2.      Social Security with special reference to Assured Pension with indexation for all workers including self-employed.
3.      Labour Law for micro and small enterprises
4.      Measures to improve employment and employability
Following Labour Ministers from various States attended this Session of the Standing Labour Committee:

Ad-hoc service under the Central Government Service and rules laid down for making ad-hoc service permanent

 The total period for which the appointment/promotion may be made, on ad-hoc basis, is limited to one year. In case there are compulsions for extending any ad-hoc appointment/promotion beyond one year, the approval of the Department of Personnel & Training has to be sought. Also, the Department of Personnel & Training has delegated powers to the administrative Ministries/Departments for appointing the officials of Group ‘C’ and erstwhile Group ‘D’ posts on ad-hoc basis upto a period of three years, in consideration of exigency of work.
As per the extant policy of the Government, all posts are to be filled in accordance with provisions of the applicable Recruitment Rules. Promotions/appointments on ad-hoc basis are resorted to in exceptional circumstances, to a post which cannot be kept vacant in consideration of its functional/operational requirement. Such ad-hoc appointees have to be replaced with regular incumbents, selected in accordance with procedure prescribed in the relevant applicable statutory Recruitment Rules, at the earliest. In view of this, there is no requirement of making ad-hoc service permanent.

Sub: MACP Scheme for Railway Servants – Treatment of employees selected under LDCE/GDCE Scheme – Clarification reg.
Ref:  Railway Board’s letter No.PC-V/2009/ACP/2 (RBE No.100/2012) dated 12.09.2012
As per Railway Board’s letter under reference, while extending benefit of financial up-gradation under MACP Scheme, the candidates selected through LDCE / GDCE on a post for which recruitment rules provide for Direct Recruitment, their promotion through above process on the said post are to be treated as Direct Recruitment for the purpose of granting benefit under the said scheme.
As per para 140(i) of the Indian Railway Establishment Manual, Volume-I(Revised Edition 1989), Intermediate Apprentices selected against 25% Intermediate Apprentice Quota(Talented Quota) do fulfill above criteria, as the said para clearly stipulates that 75% of the vacancies in the category of Jr. Engineer in Mechanical, Electrical, Engineering Departments and Draftsmen category of these departments will be filled by induction of Apprentice Mechanics, as such those selected against 25% Intermediate Apprentice Quota(Talented Quota) may also be considered to  have been directly recruited on these posts. They should, therefore, be extended the benefit under MACP Scheme as per para(i) of Railway Board’s letter referred to above.
The Board are, therefore, requested to issue necessary clarification to all the Zonal Railways and Production Units so that the Jr. Engineers selected through LDCE against 25% IntermediateApprentice Quota(Talented Quota) are granted financial upgradation under MACP Scheme, treating them as Directly Recruited to these posts.
An early action in the matter shall be highly appreciated.

Subject: Restrictions on top level executives of Central Public Sector Enterprises (CPSEs) joining private commercial undertakings after retirement.
The undersigned is directed to refer to this Department’s O.M. of even number dated 15th May, 2008 (copy enclosed) on the subject mentioned above.
2. The Government has reviewed the position regarding time limit of 30 days for concerned administrative Ministry / Department to communicate the decision on the application(s) seeking permission to accept any appointment/post after retirement in view of the fact that in many cases, a functional Director/CMD would have worked in more than one CPSE during the last five years preceding the retirement and therefore the concerned administrative Ministry / Department would require more than 30 days to consider all aspects/factors as brought out in OM. dated 15th May, 2008 before arriving at a final decision on such applications. It has accordingly been decided to revise Para 7 of the DPE O.M. dated 15th May, 2008 laying down time limits to read as follows.

“The administrative Ministry / Department shall normally take a final decisionon the application for granting permission to accept any appointment/post after retirement and communicate the same to the applicant within a period of 30 days from the date of receipt of the application complete in all respects. In case no decision is communicated within 60 days, the applicant may take up the assignment presuming that the permission has been granted”.
3. All the administrative Ministries/Departments are requested to take note of the above guidelines while processing application of jop level executives of CPSEs for post retirement employment and also bring the contents of these guidelines to the notice of the CPSE(s) under their respective administrative control.

Subject: Extension of the revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees.
The undersigned is directed to state that the matter regarding extension of revised orders on encashment of Earned Leave and Half Pay Leave lo industrial employees at par with the non industrial Central Government employees covered by the CCS (Leave) Rules. 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the provision of this Department’s OM No.14028/3/2008-Estt (L) dated 25th September 2008, mutatis mutandis to industrial employees of Ministries/Department other than Railways. 

Accordingly, industrial employees shall be entitled to encash both Earned Leave and Half Pay leave, subject to overall limit of 300. Cash equivalent payable for Learned Leave shall continue unchanged. However, cash equivalent payable for half Pay Leave shall be equal to leave salary admissible for Half Pay Leave plus Dearness Allowance admissible on the leave salary without any reduction being made on account of pension and pension equivalent of other retirement benefit payable. To make up for the short fall in Earned Leave, no commutation of Half Leave shall be allowed. This Department’s OM No. 14028/25/94-Estt.(L) dated 7th October, 1996, stands amended to this extent.
2.These order shall take effect from the date of 07.11.2006, the date from which accumulation and encashment of 300 days EL were allowed to them and subject to the following conditions :-
(i) The benefit will be admissible in respect of past cases i.e. relating to period w.e.f. 07.11.2006 to till date, on receipt of applications to that effect from the pensioner concerned by the Administrative Ministry concerned.
(ii) In respect of retirees (retired after 07.11.2006), who have already received encashment of earned leave of maximum limit of 300 days together with encashment of HPL, standing at their credit on the date of retirement, such cases need not he reopened. However, such cases of Government servant considered as industrial employees retiring after 07.11.2006, in which there was a shortfall in reaching the maximum limit of 300 days can he reopened.

Employment News : Part time work is also on rise in India...
Rise in Part-Time Work 
The World Bank in its World Development Report 2013 has pointed out that part time and temporary wage employment are now major features of industrialised and developing countries and that in India, the number of temporary workers that employment agencies recruit grew more than 10 percent in 2009 and 18 percent in 2010. Part time work is also on rise in India with the share of informal workers in total employment in organized firms grew from 32 per cent in 2000 to 52 per cent in 2005 to 68 per cent in 2010. The propensity of firms to hire contract workers has increased over time for all firms employing 10 or more workers. 

The World Development Report 2013 has also pointed out that when workers move from low-to-high-productivity jobs, output increases and the economy becomes more efficient. Stringent regulations that obstruct such labour reallocation do not sit on the efficiency plateau and affect economic efficiency. Government has taken several steps to provide decent opportunities of livelihood to all those who seek employment. A provision under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 has been made to provide at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled work. Government is taking all necessary steps to enhance the employability and employment in the country by promoting growth of labour intensive sectors such as Construction, Real Estate and Housing, Transport, Tourism, Micro, Small and Medium Enterprises, Information Technology Enabled Services and a range of other new services. Besides, Government is also providing self employment opportunities in the rural areas through National Rural Livelihood Mission. 
Approach Paper to the 12th Five Year Plan (2012-17) suggests focus on faster, sustainable and more inclusive growth for creating adequate livelihood opportunities. Such job opportunities could come from faster expansion in agro-processing, supply chains, steady modernization in farming, maintenance of equipment & other elements of rural infrastructure and the services sector. 
The Minister of State for Labour & Employment Shri K. Suresh gave this information in reply to a written question in the Lok Sabha today .

The undersigned is directed to say that the instructions have been issued by the Department of Personnel and Training from time to time for nomination of Liaison Officers, their roles, duties & responsibilities and setting up of a Special Reservation Cell in each Ministry / Department under the direct control of the Liaison Officer for enforcement of orders of reservation in posts and services of the Central Government.

2. It is reiterated that in each Ministry/Department/Attached and Subordinate Office, the Deputy Secretary in charge of administration (or any other officer at least of the rank of Deputy Secretary) should be designated as a Liaison Officer in respect of matters relating to the representation of the Scheduled Castes, Scheduled Tribes and Persons with Disabilities. Similarly, instructions provide for nomination of separate Liaison Officer in Ministries/ Departments in respect of matters relating to the representation of the Other Backward Classes.
3. The provisions about Liaison Officer, his role, responsibilities, control etc. and setting up of reservation cell is contained in Annexure.
4. All Ministries / Departments are requested to bring the contents of this O.M. to the notice of all the attached and subordinate offices under their control and also ensure that the cells are set up expeditiously in the Ministry / Department and in Attached / Subordinate offices under administrative control of Heads of Department.

ANNEXURE
RESPONSIBILITIES OF THE LIAISON OFFICER:
The Liaison Officer is especially responsible for:
(i) Ensuring due compliance by the subordinate appointing authorities with the orders and instructions pertaining to the reservation of vacancies in favour of the Scheduled Castes, the Scheduled Tribes and the Persons with Disabilities / the Other Backward Classes and other benefits admissible to them.
(ii) Ensuring timely submission of SC/ST/OBC and PwD Reports / and II by each appointment authority in the Ministry / Department concerned and ensuring scrutiny and consolidation of the above reports in respect of all establishments and services in and under the control of the Ministry/Department and sending the consolidated reports in the prescribed proforma to the Department of Personnel & Training.
(iii) The Liaison officers have to endorse the non-availability of an SC/ST/OBC Officer for being associated in the DPC before actually convening the DPC. Therefore, it will be one of the duties of the Liaison Officers to acquaint themselves well in time about the dates of various DPCs which will be held in future. He should have with him a ready list of officers of various levels belonging to SC/ST of a few sister Departments / Ministries so that whenever requirement arises, an SC/ST officer of appropriate level consistent with the level of the other members of the DPC and the level of appointment for which a DPC is proposed to be convened, can always be associated as a member. Such a list may be prepared by the Liaison Officers by informally consulting the administrative wing of other Ministries/Departments.
(iv) Ensuring that while making a reference to the Department of Personnel and Training and to the National Commission for Scheduled Castes/the National Commission for Scheduled Tribes for de-reservation of reserved vacancies, full details in support of the proposal for de reservation are given.
(v) Ensuring the extension of necessary assistance to the National Commission for Scheduled Castes and the 
National Commission for Scheduled Tribes in the investigation of complaints received by the Commission, in regard to service matters and in the collection of information for their annual reports.
(vi) Conducting annual inspection of the reservation registers/rosters maintained in the Ministry/Department/Offices under the control of the Ministry/Department with a view to ensuring proper implementation of the reservation orders.
(vii) Acting as Liaison Officer between the Ministry/Department and the Department of Personnel & Training for supply of other information, answering questions and queries and clearing doubts in regard to matters covered by the reservation orders.
RESERVATION CELL:
2. Each Ministry/Department is required to set up a Special Reservation Cell within the Ministry/Department under the direct control of the Liaison Officer to assist the Liaison Officer in discharging of his duties effectively.
PRIVILE. GES OF THE LIAISON OFFICER:
3. Cases of negligence or lapse in the matter of following the reservation and other orders relating to the Scheduled Castes, the Scheduled Tribes, the Persons with Disabilities and the Other Backward Classes coming to the light through the inspections carried out by the Liaison Officer or otherwise, should be reported / submitted by him to the Secretary/Additional Secretary to the Government of India in the respective Ministry / Department or to the Head of the Department in respect of offices under the Heads of Department, as the case may be. The concerned Secretary/Additional Secretary/Head of the Department shall pass necessary orders on such reports to ensure strict compliance of the reservation orders by the appointing authority concerned.
LIAISON OFFICERS IN PSUs etc.
4. Each Public Sector Undertaking, Statutory and Semi Government Body, Autonomous Body / Institution including Municipal Corporations, Co-operative Institutions, Universities, Voluntary Agencies receiving grants in aid from the Government connected with appointment and promotion of the SC/ST candidates should appoint Liaison Officer in the same manner as is existing in the Ministries/Departments.
SPAN OF CONTROL OF LIAISON OFFICER OF MINISTRIES / DEPARTMENTS:
5. The Liaison Officer of a Ministry/Department has to act as Liaison Officer in respéct of the matters relating to the representation of Scheduled Castes/Schedule Tribes/PWDs and OBCs in all establishments and services under the administrative control of the Ministry /Department. The instructions issued by the Department of Public Enterprises provide that each undertaking shall have Liaison Officer with functions similar to that of the Liaison Officer in Ministry/Department. The appointment of Liaison Officer in the undertaking does not, however, dilute or alter or curtail the responsibilities of the Liaison Officer of the administrative Ministry / Department in regard to implementation of reservation policy in the Undertaking. Liaison Officers of the Ministries!/Departments have special responsibility to monitor implementation of reservation in their attached & subordinate offices, Autonomous Bodies, PSUs under the administrative control of the concerned Ministry/Department and Voluntary Agencies which are getting substantial grant-in-aid from the Government of India. In order to ensure due compliance of the reservation orders of the Government, the Liaison Officers may periodically visit inspect the offices/organizations under them. They should ensure that reservation roster for SCs/STs/OBCs/PHs have been maintained properly and there is no gap in the entries made in the rosters, Liaison Officers should carry out their duties in relation to reservation by calling for the records from them and by convening the meetings of the officer of such organizations who are responsible for ensuring reservation in organizations under their control. If Liaison Officers of Ministries/Departments notice that there is flouting of reservation instructions by any officers or complaint against any officer of harassment or deliberate manipulating things to damage the interests of the weaker sections they should feel free to report such lapses to the Secretary / Additional Secretary of the Ministry/Department concerned without fear & hesitation of hierarchical disobedience.
