Cabinet approves Implementation of the recommendations of 7th Central Pay Commission 

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.   It will come into effect from 01.01.2016.

In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5th CPC, and for 32 months at the time of implementation of 6th CPC.  However, this time, 7th CPC recommendations are being implemented within 6 months from the due date.

The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year. 

The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

Highlights:

1.     The present system of Pay Bands and Grade Pay has been dispensed with and a new Pay Matrix as recommended by the Commission has been approved. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the Pay Matrix. Separate Pay Matrices have been drawn up for Civilians, Defence Personnel and for Military Nursing Service. The principle and rationale behind these matrices are the same.

2.     All existing levels have been subsumed in the new structure; no new levels have been introduced nor has any level been dispensed with. Index of Rationalisation has been approved for arriving at minimum pay in each Level of the Pay Matrix depending upon the increasing role, responsibility and accountability at each step in the hierarchy.

3.     The minimum pay has been increased from Rs.  7000 to 18000 p.m.  Starting salary of a newly recruited employee at lowest level will now be Rs.  18000 whereas for a freshly recruited Class I officer, it will be Rs.  56100.  This reflects a compression ratio of 1:3.12 signifying that pay of a Class I officer on direct recruitment will be three times the pay of an entrant at lowest level.

4.     For the purpose of revision of pay and pension, a fitment factor of 2.57 will be applied across all Levels in the Pay Matrices. After taking into account the DA at prevailing rate, the salary/pension of all government employees/pensioners will be raised by at least 14.29 % as on 01.01.2016.

5.     Rate of increment has been retained at 3 %. This will benefit the employees in future on account of higher basic pay as the annual increments that they earn in future will be 2.57 times than at present.

6.     The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel), 13 (Colonel) and 13A (Brigadier) in order to bring parity with Combined Armed Police Forces (CAPF) counterparts at the maximum of the respective Levels.
7. Some other decisions impacting the employees including Defence & Combined Armed Police Forces (CAPF) personnel include :

·        Gratuity ceiling enhanced from Rs.  10 to 20 lakh. The ceiling on gratuity will increase by 25 % whenever DA rises by 50 %.
·        A common regime for payment of Ex-gratia lump sum compensation for civil and defence forces personnel payable to Next of Kin with the existing rates enhanced from Rs. 10-20 lakh to 25-45 lakh for different categories.
·        Rates of Military Service Pay revised from Rs.  1000, 2000, 4200 & 6000 to 3600, 5200, 10800 & 15500 respectively for various categories of Defence Forces personnel.
·        Terminal gratuity equivalent of 10.5 months of reckonable emoluments for Short Service Commissioned Officers who will be allowed to exit Armed Forces any time between 7 and 10 years of service.
·        Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.

8.     The Cabinet also approved the recommendation of the Commission to enhance the ceiling of House Building Advance from Rs.  7.50 lakh to 25 lakh. In order to ensure that no hardship is caused to employees, four interest free advances namely Advances for Medical Treatment, TA on tour/transfer, TA for family of deceased employees and LTC have been retained. All other interest free advances have been abolished.

9.     The Cabinet also decided not to accept the steep hike in monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) recommended by the Commission. The existing rates of monthly contribution will continue. This will increase the take home salary of employees at lower levels by Rs. 1470. However, considering the need for social security of employees, the Cabinet has asked Ministry of Finance to work out a customized group insurance scheme for Central Government Employees with low premium and high risk cover.

10. The general recommendations of the Commission on pension and related benefits have been approved by the Cabinet. Both the options recommended by the Commission as regards pension revision have been accepted subject to feasibility of their implementation. Revision of pension using the second option based on fitment factor of 2.57 shall be implemented immediately. A Committee is being constituted to address the implementation issues anticipated in the first formulation. The first formulation may be made applicable if its implementation is found feasible after examination by proposed Committee which is to submit its Report within 4 months.

11. The Commission examined a total of 196 existing Allowances and, by way of rationalization, recommended abolition of 51 Allowances and subsuming of 37 Allowances. Given the significant changes in the existing provisions for Allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances.  The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months. Till a final decision, all existing Allowances will continue to be paid at the existing rates.

12. The Cabinet also decided to constitute two separate Committees (i) to suggest measures for streamlining the implementation of National Pension System (NPS) and (ii) to look into anomalies likely to arise out of implementation of the Commission’s Report.

13. Apart from the pay, pension and other recommendations approved by the Cabinet, it was decided that the concerned Ministries may examine the issues that are administrative in nature, individual post/ cadre specific and issues in which the Commission has not been able to arrive at a consensus.

14. As estimated by the 7th CPC, the additional financial impact on account of implementation of all its recommendations in 2016-17 will be Rs. 1,02,100 crore. There will be an additional implication of Rs. 12,133 crore on account of payments of arrears of pay and pension for two months of 2015-16.

Smooth functioning of POSB operations & prevention of frauds in CBS offices

18. No BPM should accept cash deposit transaction for more than Rs.25,000/- in any account in a day. Instructions in this regard should issue by Circles/Regions and Divisions.

20. BO transactions should not be entered in Finacle if BO Bag is received after 3:.30 PM. These transactions should be entered on the next day.
21. All CBS Post Offices should complete their transactions maximum by 5 PM and no new transactions should be entered after 5 PM. All Supervisors should verify transactions regularly without any delay. For any delayed verification of more than 30 minutes, Supervisor will be held responsible except in Single/Double handed offices where it will be 60 minutes.

    11 जुलाई से हड़ताल का निर्णय राजनीतिक - बी.पी.ई.एफ.

भारतीय डाक कर्मचारी महासंघ के नवनिर्वाचित सेक्रेटरी जनरल श्री संतोष कुमार सिंह ने बताया कि हड़ताल पर हम भी जायेंगे लेकिन सारी स्थितियों की समीक्षा करने के बाद l आज कोई ऐसी समस्या नहीं है कि हड़ताल की बात की जाय l आज जो भी लोग हड़ताल की बात कर रहे हैं वे पूरी तरह राजनीतिक हैं l विरोध के लिए विरोध करना इनका स्वभाव है l 11 जुलाई से हड़ताल के लिए छापे गये पोस्टरों में यह लिखा जाना कि जीने मरने का सवाल है इन संगठनो की सोच पर एक प्रश्नचिन्ह लगाता है। पिछली सरकार के दस वर्ष के कार्यकाल में एक भी ऐसा पोस्टर नहीं छापा गया । जहाँ तक रेल की एन.आर. एम.यु. का प्रश्न है तो इस संगठन ने हड़ताल में कभी भी अन्य संगठनों का साथ नहीं दिया । वैसे भारतीय डाक कर्मचारी महासंघ के हड़ताल में शामिल हुए बिना 1% भी हड़ताल नहीं होगी!
श्री सिंह ने कर्मचारियों को आश्वस्त किया कि परेशान होने की जरूरत नहीं है l वेतन आयोग पर सरकार एवं बी.पी.ई.एफ./जी.ई.यन.सी.(भारतीय मजदूर संघ) बहुत गंभीर है यही कारण है कि इतिहास में पहली बार भारत के कैबिनेट सचिव ने सभी विभाग के संगठनों से सीधे वार्ता की है l
ज्ञात हो कि सातवें वेतन आयोग ने वेतन में 2.57 गुना बढ़ोत्तरी की सिफारिश की है जिसे कैबिनेट सचिव के साथ वार्ता में इस संघ के अलावा सभी अन्य संघों ने 2.87 गुना करने की बात की है l भारतीय मजदूर संघ के प्रयास से अन्य संघों ने जो मांग की है सरकार उससे अधिक देने वाली है l  फिर हड़ताल की बात कहाँ से आती है l सीधे साधे कर्मचारियों को गुमराह करके वर्तमान में हड़ताल की बात करना केवल राजनीतिक फैसला है l अगर सरकार अपने वायदे से अलग हटती है तो निश्चित रूप से सबसे आगे रहकर भारतीय डाक कर्मचारी महासंघ हड़ताल का नेतृत्व करेगा l भारतीय मजदूर संघ ने अपनी इस भावना से माननीय वित्त मंत्री जी को एवं माननीय कार्मिक मंत्री श्री जितेन्द्र सिंह जी को भी अवगत करा दिया है l कर्मचारी इन राजनीतिक ठेकेदारों से होशियार रहें। मान कर चले कि जो माँगा गया है उससे ज्यादा मिलने वाला है l
सूत्रों से ज्ञात हुआ है कि वित्तमंत्रालय वेतन आयोग पर कैबिनेट नोट तैयार कर रहा है l कैबिनेट नोट आते ही सारी स्थिति स्वतः साफ हो जायेगी l इससे पहले कोई हड़ताल की बात करना  उचित नहीं है!

Government keeps interest rates on small savings scheme unchanged - NEWS

NEW DELHI: Government has kept interest rates unchanged for various small savings schemes for the July-October quarter of 2016-17 fiscal. 

The Finance Ministry in a statement today said that interest rate on one-year deposits for July-October quarter of this fiscal has been kept unchanged at 7.1 per cent. 

Similiarly, interest rate on two-year time deposit, three-year time deposit and five-year time deposit were kept at 7.2 per cent, 7.4 per cent and 7.9 per cent, respectively. 

Likewise, interest rate on Public Provident Fund (PPF) scheme, Kisan Vikas Patra Scheme and Sukanya Samriddhi Account Scheme were kept at 8.1 per cent, 7.8 per cent and 8.6 per cent respectively, the Ministry said. 

In February this year, the Finance Ministry had announced that small savings interest rates will be set quarterly to align them with market rate of government securities.

The Government Employees National Confederation (BMS)  has decided that all the constituent Federations of GENC will observe an agitational  programme throughout the country from 13.06.2016 to 18.06.2016 in support of demands related to 7th CPC ( Given Below).  During the Federal Council meeting on 22nd May, 2016 the participants as well as office bearers have accepted the offer and decided to make it most successful .
 Therefore, being a constituent of GENC this federation (BPEF)  has decided that all the affiliated unions will organize agitation programme from 13.06.2016 to 18.06.2016 (like Gate Meeting, wearing black badges, slogan shouting, Dharna )  etc. On the last day of demand week (18-6-2016) a memorandum would be submitted to the respective Head of establishments addressing Hon’ble Prime Minister of India.
OUR DEMANDS
1. Minimum Pay should be fixed 24000/- rupees in place of 18000/-;
2. The fitment formula should be 3.42 in place of 2.57 ;
3. The ratio of minimum Pay and maximum Pay should be 1:10 ;
4. Annual increment should be 5% in place of 3% ;
5. Five financial up-gradation should be granted within the period of 30 years of Service under MACP scheme ;
6. Pay Scales of Group ‘C’ employees should be merged and upgraded. Grade Pay 1900 and Grade Pay 2000 should be merged and upgraded to 2400 and Entry level Grade Pay of PA/SA should be  2800 instead of 2400.
7. Risk Allowance, Washing Allowance, Family Planning Allowance should be continued ;
8. HRA should be granted at the rate of 15%, 25% and 35% ;
9. Minimum two increments should be granted at time of every Promotion ;
10. Interest free Advances should be continued ;
11. OTA rate should be equal to one day salary of employees granted by 7th CPC .
12. Old Pension Scheme should be restored in place of NPS;
13. The employees covered under NPS scheme should be benefited with gratuity ;
14. Commuted Pension should be restored on 12 year in place of 15th year ;
15. CCL related to women employees should not be reduced ;
16. There should not be any educational criteria (High School passed) for grant of compassionate ground appointment;
17. Benefits of 7th CPC should be granted to Centre, State and autonomous body employees equally;
18. Since amendment in Bonus Act has retrospective effect and implemented since 2014, the arrears of 2014-2015 should be granted without any delay ;
19. All the employees should be granted Night Duty Allowance without any ceiling
20. In Ordnance Factories all Piece work employees should be paid OTA (Between 44% and 48 hours) on their actual Pay instead of minimum Pay ;
21. The employees having equal qualification and same nature of work should be granted equal pay in all ministries;
22. Examiners working in Quality control department in OFB should be granted Incentive Bonus
23. According to 7th CPC recommendations, civilian employees retiring on same Post or same pay scale should be granted equal Pension ;
24. Wards of employees died in harness are unable to find a Job due to 5% ceiling in compassionate appointment. Therefore, waiting dependants should be granted one time relaxation in compassionate appointment ;
25. The employees of DRDO should be granted the benefit of PRIS ;
26. Trade Apprentices should be taken in job in their respective establishments according to their batch wise seniority.

Postal Bank to be launched soon – Minister says postal bank account can be opened by just dialing designated phone number – Swiping Machines to be carried by Postmen for transaction at place of account holder

Postal Offices to function as banks soonOpening a postal bank account is just one phone call away and if you are a pensioner, the money will reach at your door step through your friendly postman. These are a few of the many customer friendly initiatives approved last week by the Postal Board.
Aimed at making postal banking a major commercial success, the board has identified a number of touch points that required ease of customer interface. Customers will soon be able to drop cheques in those forgotten red post boxes, to deposits money in their postal account. In order to open postal bank accounts, all a person has to do is call a number that will be announced soon. This call will be diverted to the local postman of the area. The postman will speak to the called number that will be displayed on his smartphone/tab, (to be soon issued to all post man) and fix an appointment to visit the caller.
He will take pictures of the necessary documents on his smart phone/tab and get it processed at the postal bank. Union Minister for Communications, Information Technology and Post Ravi Shankar Prasad has received the decisions taken by the board and is understood to have approved them.
The major support that postmen will offer is to the more than 5.5 million pensioners in India, who will soon get the benefit of receiving pensions at their door steps, delivered by their postman. “We have a target to launch these services before March 2017,” sources in the Department of Post said.
Among other benefits to customers include Core Banking Systems at all the places of historical, cultural and tourist importance, as well as all state capital cities. Which means that all the facilities that are available at major postal offices will be available to them The core banking system at all major post offices are in advanced stages of connecting to CBS.

CABINET APPROVES INDIA POST PAYMENTS BANK PROPOSAL

 

            Govt will set up 650 branches of the Postal Payments Bank by September 2017, says Ravi Shankar Prasad

            New Delhi: The government on Wednesday cleared a proposal to set up the India Post payments bank with a corpus of Rs.800 crore and has plans to have 650 branches operational by September 2017, telecom minister Ravi Shankar Prasad said.

            “The Cabinet has cleared proposal of postal payments bank. We have 1.54 lakh post offices of which 1.39 lakh are rural post offices. 650 branches of postal payments bank will be established in the country which will be linked to rural post offices,” Prasad said.

            The minister said the payments bank, which will be run by a chief executive officer, will be professionally managed and there will be a representation from various other government departments including the Department of Posts, Department of Expenditure, Department of Economic Services etc.

            “Total architecture of postal payments bank is of Rs 800 crore which will have Rs 400 crore equity and Rs 400 crore grant. By September 2017, all 650 branches of postal payments bank will become operational. This we had planned for three years but now we will be doing it in a year,” Prasad said.

            He said that all rural post offices will be given handheld devices by March 2017. “We are reinforcing it further. I have had discussion with my officers to give iPad and smartphones to postmen in urban post offices,” Prasad said. At present, there are 22,137 post offices with core banking facility compared to State Bank of India’s 1,666 branches.
