FINANCE be pleased to state:-

(a) whether the Government employees got only a meager financial benefit of 14 per cent or less after implementation of 7th CPC;

(b) if so, the details of percentage of salary they got before and after implementation of Seventh CPC and the reasons for such meager hike in their salaries; and

(c) whether the benefit given in the 7th CPC is one of the lowest in all time ever since the Government had been implementing the recommendations of CPC and if so, the details thereof?

(a) to (c): All Government employees have got a financial benefit of at least 14.29 per cent by way of revision of salary after implementation of Seventh Central Pay Commission (7th CPC). The increase in pay as recommended by the 7th CPC is based on the detailed deliberations by the Commission keeping in view all relevant factors having a bearing upon the prevailing circumstances, which has been accepted by the Government.

(a) whether Group of Ministers including Union Minister for Finance had assured the representatives of various trade unions/JCM to set up a Committee to consider the demand of revision of Minimum Wage and Fitment Formula under 7th CPC with a mandate to finalize its report within four months;

(b) if so, the present status of the Committee;
(c) the reasons for the delay in report by the said Committee even after elapsing of more than four months;
(d) whether the Committee on Allowances has finalized its report;
(e) if so, the details thereof along with the salient recommendations thereof; and
(f) if not, the reasons therefore?

(a) to (c): In pursuance of the assurance given by the Union Ministers to the representatives of the National Council (Staff Side), Joint Consultative Machinery, meetings have been held by a group of senior officers with them to discuss their demands in this regard.
(d) to (f): The Committee on Allowances has been interacting with various stake-holders to discuss their demands and has so far held discussions with National Council (Staff Side), Joint Consultative Machinery, representatives from staff associations and officials from Ministry of Health & Family Welfare, Ministry of Home Affairs and Department of Posts. The Committee may also interact with the representatives of some other major Ministries/Departments and stakeholders with whom consultations are yet to be held before finalizing its Report.

Instructions regarding No Limit for Withdrawals in Post Offices as per RBI relaxation

Respected Sir/Madam,

Please find attached the RBI Notification regarding relaxation in the limit of withdrawal of cash from bank deposit accounts. The instructions of RBI stipulates that withdrawals may be allowed for deposits made in current legal tender notes on or after 29.11.2016 beyond the current limits preferably, available higher denomination bank notes of Rs. 2000/- and 500/- are to be issued for such withdrawals. 

This instructions of RBI is applicable only for those depositors who deposits valid legal tender notes and seeking withdrawal, for whom the current limit of (Rs. 24000/-) is relaxed. 

The following are the procedure to be followed:-

1.The withdrawal exceeding the current limits may be allowed only in the home SOL of the account holder.

2.The Finacle application should validate the withdrawals exceeding the limit for those depositors who deposit the current legal tender notes on or after 29.11.2016. For this purpose a Patch needs to be deployed.

3.The counter PA should maintain a separate register for entering details of such deposit transactions.

4. The depositors who are depositing current legal tender notes on or after 29.11.2016 should write the denomination of currency notes on the pay in slip.

5. After acceptance of deposit by post office, the concerned PA should acknowledge the tendering of currency notes on the back side of the counterfoil of the pay in slip and write the Sl. No. of the entry in above mentioned register.

6. While allowing withdrawal the Counter PA should consult the prescribed Register and make necessary entries for the cash withdrawal from the respective account.

7. Counter PA should maintain the details of cash received and remitted to Treasurer separately for WOS Notes and Current Legal Notes.

CEPT team/FSI vendor is requested to put in place necessary validation by deploying a Patch in Finacle application. Further detail will be intimated in due course. 

In the meanwhile, necessary instructions may be issued to all concerned.

(c) whether the Committee has submitted its report to the Government and if so, the details thereof and if not, the reasons for the delay; and

(d) the timeframe drawn for the Committee to submit its report to the Government and the date from which the allowances including house rent, education and transport allowances are likely to be made effective?

            Statement Annexed with the Lok Sabha Starred Question No. 57 for 18.11.2016 by Shri S. R. Vijayakumar and Shri Sudheer Gupta on Allowances to Government Employees

(a) & (b): In view of the number of representations received with regard to substantial changes with the existing provisions relating to Allowances recommended by the 7th Central Pay Commission, the Government has set up a Committee to examine the recommendations of the Commission on allowances (except Dearness Allowance). The Committee has been asked to go into the recommendations of the Commission on various allowances and, having regard to the representations made by the staff associations as also the suggestions of the concerned Ministries/Departments and to make recommendations as to whether any changes in the recommendations of the Commission are warranted and, if so, in what form. Till a final decision is taken by the Government based on the recommendations of this Committee, all allowances (except Dearness Allowance) will continue to be paid at existing rates in the existing pay structure. The Committee, constituted vide order dated 22.7.2016, is to submit its report within four months. 

(c) & (d): The Committee has been interacting with various stake-holders to discuss their demands and has so far held discussions with National Council (Staff Side), Joint Consultative Machinery, representatives from staff associations and officials from Ministry of Health & Family Welfare, Ministry of Home Affairs and Department of Posts. The Committee may also interact with the representatives of some other major Ministries/Departments and stakeholders with whom consultations are yet to be held before finalizing its Report. On submission of the Report, the matter pertaining to allowances will be considered by the Government and appropriate decision will be taken thereafter.

(a) Yes Sir. The expenditure of Rs.796.90 crore in 2006-07 was excluding the expenditure on overtime allowance in respect of employees of Union Territories whereas the expenditure of Rs. 1629.02 crore during year 2012-13 is including the expenditure in respect of employees of Union Territories. 
(b) The Seventh Central Pay Commission has recommended to abolish OTA (except for operational staff and industrial employees who are governed by statutory provisions) and in case the Government decides to continue with OTA for those categories of staff for which it is not a statutory requirement, then the rates of OTA for such staff should be increased by 50 percent from their current levels. Recommendation of the 7th CPC on allowances are yet to be finalised

Respected Sir /Madam,

This is regarding the proper functioning of Branch Offices in view of availability of New currency notes. As informed currency is available in all RBI /SBI chests across the country. you are requested to instruct all concerned Post Offices to feed BO with adequate new currency note for supporting withdrawal form accounts.

It is also requested to instruct all Divisions/POs to demand sufficient fund from the Banks to cater the need of Branch Post Offices. If Banks are not providing sufficient cash, same to be reported to concerned Bank authority locally. if Post Offices are still not able to get cash, the same may be escalated to Directorate Control room. 

It is requested to start sending cash to BOs , if Post Offices are receiving required cash (Where Post Office are Open - for today). 

I have been directed to request you to kindly send email giving details on BO deposit, withdrawal and number of transactions with value on daily basis.

 Dear friends, Now a days we are watching that most of members of all the unions are very active on social media and always hungry for breaking news about their pay and perks and other benefits’ like promotion, transfer etc .Some are under the impression that these decisions are handled like 20-20 matches and expect leaders to update progress every minute. With the result many rumors, proposals, unconfirmed news and even out dated news are posted in social media. Sometimes messages are forwarded without  even knowing the contents just to take credit for first person to convey flash news. Some unions even  made it habbit of writing regular  letters on all matters without proper assessment of issues and create undue hopes in the mind of ordinary members. They never explain and  introspect the reason for not solving the same problems for decades. But they take all credit whenever govt solve the issues and  blame  Govt if not.  They want a member to be in the state permanent unrest. The Situation is so bad that we are not able to enjoy what we got already and go on postponing happiness in anticipating  further benefits.   Many of my senior colleges of all the  unions are expressing un happiness about this unhealthy new trend and behavior of some members. I think their is a strong need to educate and highlight the members about the processing of problem taken at govt level, stand of govt on the issue, efforts and reason for not resolving the issues during the periods of previous govt, financial implications, Union's sincere efforts etc,so that common member should be able to judge the issue and understand the negotiation process of issues raised.  Further  there is special need to explain the Ideological difference between unions approach as we see only selected few unions join together and form their one JCA by keeping away some section of members  on political and ideological basis. Most of common members don't have knowledge about this hidden  political agenda. This divides unity at lower levels and leads to failure in solving  genuine problems of common interest. Some unions fight more to finish and harm other union and its members then fighting for issues.   Earlier every month Divl Secty and other office bearers used to contact common members regularly for subscription collection and interacting on all issues. Now subscription is recovered in salary. On most cases  members are unknowingly  joining unions on the pressure of local Supervisors or  Head of offices without knowing  ideology and stand on national issues. Even though the basic duty of all unions is welfare of staff, it’s also important to carefully study the stand of Trade unions on issues concerning National Unity, Defence, stand on respecting and promoting Culture and civilization of nation which is one of fundamental pillar of  survival of Nation. supporting  any union which directly or indirectly works  against national interest is to be avoided at all cost even if we get short term benefit from them.
