Sub:    Sub: Harassment of office bearers and Members of affiliated union BPEF and union wise discrimination in Odisha Circle  –regarding.       

Respected Sir,
With due respect, following cases of harassment and union wise discrimination is presented below for your immediate action please.  

1.      Regarding Hooliganism & manhandling of Divisional Secretary , Bharatiya RMS & MMS Employees Union Class-III, RMS ‘N’ Dn. Cuttack by a grou0p of employees in the presence of Sr. Superintendent, RMS ‘N’ Dn. , Cuttack in his chamber on 12-03-2015.Inspite of repeated representations of BRMEU to he Chief P.M.G. , Odisha Circle , Bhubaneswar vide this Union letter No. BRMEU/Agitation / 2015 dated 13-3-2015, 22-4-2015 and 24-9-2015 is sufficient for taking action but no action has yet been taken against the offenders who are moving freely.  Exemplary action may kindly be taken against the offenders.

 2 .  Gross irregularities in posting of 3 Sorting Assts. in RMS ‘N’ Dn. Cuttack without vacancy under compassionate quota.  Inspite of repeated representations of BRMEU to the CPMG, Odisha vide this Union Letter No. BRMEU/ Recruitment / dated 1-7-2013, 7-10-2013, 28-10-2013, 11-12-2014 & 5-1-2015 no action has yet been taken by the Odisha Circle Postal Administration. Above 3 SAs are continuing in RMS ‘N’ Dn. , Cuttack without any establishment. The then CPMG replied to the Hon,ble High Court, Odisha that there was no vacancy in SA cadre in RMS ‘N’ Dn. Hence those 3 candidates were posted in Bolangir, Balasore & Sundergarh Postal Division but surprisingly within a fortnight their posting order was modified and they were posted in RMS ‘N’ Dn.  Above mentioned 3 Sorting Assts. may kindly be ordered to be transferred to the Postal Divisions in accordance with previous posting order where actually vacancies existed.

3. Irregular fixation of seniority and illegal approval of MACP financial benefit giving to 3 Sorting Assts. in RMS ‘N’ Division. Several Complaints were made from this union vide letter No. BRMEU/ Staff/2015, dated 18-09-2015, 6-10-2015 and 12-10-2015 addressed to the CPMG, Odisha and on 18-9-2015, 20-10-2015 & 26-11-2015 all to the Director Postal Audit and Accounts, Cuttack, but no action has yet been taken. Minimum 10 years of service from the date of regular posting in a cadre is essential for giving financial benefit under MACP. This is the standing order of the Govt. which cannot be deviated even directed by the High Court but it has been deliberately ignored. It is not within the competency of CPMG to count the period of casual labourer as regular appointment. It is a stratification of irregularities and law of Govt. of India have been disregarded. Order of the Postal Directorate should be followed meticulously and financial up-gradation under MACP should not be allowed to above 3 Sorting Assts. , who have not completed minimum 10 years of service in SA cadre from the date of their regular appointment i.e. 27-8-2011 vide DOPT MACP Para-1 & 9.

 4 . Regarding non-implementation of Postal Directorate order No. 9-25/82-SPG/SPB-II, dated 29-5-1986 by the SSRM ‘N’ Dn., Cuttack and Chief PMG, Odisha , Bhubaneswar. Inspite of repeated representations of BRMEU t the CPMG, Odisha vide thils union letter NO. BRMEU/Staff/2015 dated 27-7-2015, 26-9-2015, 8-10-2015 & 27-11-2015 the Odisha Circle  Postal Administration is turning deaf-ear towards our representation and diverting Sorting Asst. hand from SMO  Bhubaneshwar to SRO Bhubaneshwar in short term vacancy of less than 14 days even for one day or two days leave of SRO Bhubaneswar causing accumulation of work in SMO and detention of public mails. This contravenes the order of the Postal Directorate.   Keeping in view the financial loss of the department and detention of public mails at Bhubaneswar RMS, the order of Postal Directorate should be meticulously followed and the senior most ARO of the SRO Bhubaneswar should be ordered to manage the work of SRO in addition to his own work during less than 14 days leave period of regular SRO.   

5.Misutilisation of Special casual leave by the Divisional Secretary of NFPE (Communist led ) Union. Nursingha Ch. Nayak, SA –cum- Divisional Secretary of NFPE union was granted special casual leave to participate in a cultural programme of Postal Deptt. He attended Dharana programme in the premises of the office of CPMG, Odisha and delivered speech against the Govt. of India. The Photo coy of Shri Nayak delivering speech in the Dharana programme was submitted but no action has been taken yet even matter has been inquired and proved. Special casual leave is as good as Govt. duty and during that period an official should not participate in any agitational programme. Strict action may kindly be taken against the offender.

 6.  Irregular & illegal transfer of 2 HSG-II SA from SRO, Bhadrak to HAS, Cuttack RMS PL & SRO, Balasore to HAS CRC, BBSR in RMS ‘N Dn. Odisha Circle. SROs are controlling authorities of different units of RMS Divisions. Bhadrak RMS & Balasore RMS are Hub Centers. Keeping in mind for prompt disposal of public mails, the CPMG Odisha has filled up those posts on priority basis by the newly recruited HSG-II officials who are able to exert supervision and guide the staff in proper manner. Only after interference of the Postal Directorate the above two HSG-II officials were brought back to their parents place of posting where they have been working as Time Scale SA and LSG Supervisor for more than 20 years. Postal Directorate order regarding above matter may kindly be kept in abeyance and CPMG Odisha may be advised to transfer them immediately to save public mails of peripheral unit like Bhadrak & Balasore without further delay.

            We are expecting immediate action over all above cases.
