RESOLUTION No.-1:
C.G.H.S.
benefit should be given to all Postal /DAP employees who are beneficiaries of
Postal Dispensary and no Indoor treatment facility is provided to them after
retirement.

RESOLUTION No.-2:
As
per order of DOP&T dated 4-10-2012 in case of transfer under Rule -38 the
promotion of the employees at old station should not be counted and MACP may be
given on completion of 10,20 & 30 Yrs of service as the case may be.
Therefore it should be implemented in all the DAP’s.

RESOLUTION No.-3:
MODIFIED ORDER REGARDING
MACP / ACP
1. According to the orders of DOP&T
issued on 4-10-12 regarding stepping up in ACP may also be implemented upon in
Postal A/c.
2. According to orders of DOP&T
issued on 4-10-12 the average C.R. may also be counted but not only good or
very good when granting MACP, because MACP is simply a financial upgradation
but not promotion and only Grade pay is being changed but not responsibility.

RESOLUTION No.-4:
Allowing
Rs. 2400/- Grade pay to the new cadre named as Accounts Assistant by merging
the post of sorter, L.D.C. and Data entry operator.
In
this case the restructuring Committee formed by the Department has already
recommended them Rs. 2400/- Grade pay and also changed their name.
This
may be implemented very soon.

Grant
of 3% increment on promotion from S.A. to AAO or AAO to AO as this is regarding
higher responsibility posts.

Grant
of ACP & MACP to a government servant recruited under limited departmental
competitive examination conducted as per recruitment rule of LDC cadre for
filling up 5% L.D.C. posts from matriculate sorter and matriculate Gr. D
employees by treating them as direct recruitment as per para 9 of Annexure 1 of
OM dated 18-09-2009.
The
minutes issued by the Department wrongly mentions that it is a promotion quota.
The column No. 12 of RR of 2001 clearly mentions that the promotion quota are
departmental exam and seniority cum-fitness promotion. This column has no
mention of the LDC quota as promotion quota. Therefore , it should not be treated
as promotion quota against RR of 2001 of LDG cadre.

RESOLUTION No.-7:
Grant
of revised pay structure of grade pay of Rs. 4600 in the pay band – PB-2 to
posts that existed in the pre-revised scale of Rs. 6500-10500 as on 1-1-2006
and which were granted the normal replacement pay structure of grade pay of Rs.
4200 in PB-2 on the same line of Assistants of central secretariat were granted
grade pay of Rs. 4600.

RESOLUTION No.-8:
PROMOTIONAL
AVENUES
1. 10% posts may be extracted from the
quota of direct recruitee posts in each cadre i.e. from L.D.C. cadre upto AAO
cadre for the promotion through Ltd. Departmental Competitive Exam.
2. 10% posts may be allotted in each
cadre as promotional quota under departmental Ecam.
