D employees by treating them as direct recruitment as per para 9 of Annexure 1 of OM  dated 18-09-2009.

The minutes issued by the Department wrongly mentions that it is a promotion quota. The column No. 12 of RR of 2001 clearly mentions that the promotion quota are departmental exam and seniority cum-fitness promotion. This column has no mention of the LDC quota as promotion quota. Therefore , it should not be treated as promotion quota against RR of 2001 of LDG cadre.
