REVENUE GENERATION THROUGH MODERNIZATION IN THE DEPARTMENT -- NEWS

New services push postal dept revenue

ALLAHABAD: While postal department is pushing for modernisation of its services, its revenue has also increased. Allahabad postal region earned revenue of more than one billion rupees in the last financial year. Other than transmission of letters and selling postage stamps, the department also provides services like banking, insurance and other financial services.

Director, postal services of Allahabad region, Krishna Kumar Yadav said the department has increased its revenue in various sectors and compared to rupees one billion seven crore of financial year 2011-12 Allahabad Region has earned a revenue of rupees one billion eighteen crore thirty two lakh during financial year 2012-13, which is 10% more than the last financial year. 

Out of this, postal operations account for Rs 41 crore and banking services accounts for Rs 77.92 crore, while in the last financial year their share was Rs 39.54 crore and Rs 68.05 crore respectively. Yadav said after implementation of core banking and other modernisation initiatives, the department will generate more revenue.

Yadav added that Allahabad Region has also performed well in the field of postal life insurance. Total business of life insurance amounts to rupees one billion eighty three crore, out of which Postal Life Insurance accounts for Rs 84 crore and Rural Postal Life Insurance for Rs 89 crore.

He said that other than traditional services, premium services like speed post, express parcel post, business post have also received good response from public. Against the allotted target of Rs 18 crore for these services, Allahabad Region has achieved revenue of Rs 23.54 crore. The online 'Track and Trace' facility of speed post has increased the popularity of this service. Yadav said monitoring of postal services are being ensured at each level for better service delivery. Under 'Mail Network Optimization Project', main emphasis is on timely and fast delivery of postal articles.

Subject: - Children Education Allowance — Clarification -
The undersigned is directed to refer to Department of Personnel & Training's O.M.  No.12011/03/2008-Estt.(Allowance) dated 2nd September, 2008, and subsequent  clarifications issued from time to time on the subject and to state that various Ministries/Departments have been seeking clarifications on various aspects of the Children Education Allowance. The doubts raised are clarified as under:-
(i) Whether reimbursement of balance amount of fee paid during 1st and 2nd   quarter could be paid in 3rd /4th quarter without the fee receipt for the 3rd/4th quarter?
            No. As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd/4th quarter has to be submitted to  ensure that the child has not dropped out  of the school in the mid-session.
(ii) Whether a Government servant is required to give a certificate that the spouse,   if earning, has not claimed CEA?
Yes. The claimant Government servant required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by any person other than the claimant.

Early Decision – No need to pay Arrears on DA and 7th CPC: GOVTEMPDIARY

Decision in the right time –will avoid more funds to allocate as arrears!
At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners.

In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013.

Before this announcement, there was a rumor that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts.

Employees and Pensioners will get one more month arrear from January to April. Government has to allocate more funds as arrear due to delay.

If the decisions concluded in the right time, there will be no chance to allocate more fund for the payment of arrears and also prevent practical problems to accounting staff.

 Even the National anomaly committee, after six years it was formed, has not solved all the problems raised due to the implementation of 6 CPC.

After the implementation of 6CPC in 2008 with effect from 01.01.2006 , arrears had to be paid to Central Government servants. To avoid the additional financial burden, the Central Government decided to pay the arrears’ in two installments in 2008 and 2009. For this, government had to allocate more fund from budget. It can be avoided by early constitution of 7th pay commission.

So, to find the solution to all including disbursing authorities, setting up of 7th Central Pay Commission at early stage to implement in the right time, the same is demanding by the central trade unions and associations.

Every decision in the right time –will avoid more funds to allocate as arrears!

Examination for Direct Recruitment to Postal Assistant/Sorting Assistant is scheduled to be held on 21.04.2013 Sunday from 10 hrs to 12 hrs in the following five postal circles selected under 1st phase. The Approved Outsourcing Agency  will conduct the  Examination.
The Examination for eligible Gramin Dak Sevaks (GDS) to fill up the unfilled vacancies of LGO Examination 2010 will also be held on the same day.
 Candidates attended late beyond 15 minutes of the scheduled time will not be allowed  to take the examination.

MODIFIED ORDER REGARDING MACP / ACP

1.    According to the orders of DOP&T issued on 4-10-12 regarding stepping up in ACP may also be implemented upon in Postal A/c.
2.    According to orders of DOP&T issued on 4-10-12 the average C.R. may also be counted but not only good or very good when granting MACP, because MACP is simply a financial upgradation but not promotion and only Grade pay is being changed but not responsibility.

Allowing Rs. 2400/- Grade pay to the new cadre named as Accounts Assistant by merging the post of sorter, L.D.C. and Data entry operator.

This may be implemented very soon.

Grant of ACP & MACP to a government servant recruited under limited departmental competitive examination conducted as per recruitment rule of LDC cadre for filling up 5% L.D.C. posts from matriculate sorter and matriculate Gr. D employees by treating them as direct recruitment as per para 9 of Annexure 1 of OM  dated 18-09-2009.

The minutes issued by the Department wrongly mentions that it is a promotion quota. The column No. 12 of RR of 2001 clearly mentions that the promotion quota are departmental exam and seniority cum-fitness promotion. This column has no mention of the LDC quota as promotion quota. Therefore , it should not be treated as promotion quota against RR of 2001 of LDG cadre.

Grant of revised pay structure of grade pay of Rs. 4600 in the pay band – PB-2 to posts that existed in the pre-revised scale of Rs. 6500-10500 as on 1-1-2006 and which were granted the normal replacement pay structure of grade pay of Rs. 4200 in PB-2 on the same line of Assistants of central secretariat were granted grade pay of Rs. 4600.
