Please refer to the direction from the CHQ after the video conference meeting held yesterday with Shri Anish Mishra Ji, General Secretary, BMS , Delhi Pradesh.

It was proposed and decided that:

1.To ensure deduction of one day salary amount from DA arear payments to be sent to PM ( care fund) through DOP.

2.To extend sincere cooperation to District/ State BMS to help needy people affected during lockdown.

Now in this emergent situation, we have to work for our Motherland because our country is our first priority. The BPEF and it's affiliated unions wants to stand for the needs of our Motherland to stop this war against Covid19.

विषय- माननीय सचिव महोदय- डाक विभाग के द्वारा आज दिनांक-25.3.2020 को भेजे गये  डी.ओ.लेटर के माध्यम से डाकघरों को पुनः खोले जाने के संबंध मे। 

आदरणीय महोदय, सादर आपको अवगत कराना है कि विगत कई दिनों से आवगमन के सभी संसाधन पूर्णतया बंद कर दिये गए हैं। डाक व्यवस्था का कार्य भी इन्ही रेल एवम बस तथा हवाई जहाज के माध्यम से किया जाता है। कल मध्यरात्रि से माननीय प्रधानमंत्री जी के द्वारा 21दिन का पूर्ण शट डाउन किया गया है। ऐसे मे जब कोई डाक का आवगमन नही हो पा रहा है, पोस्टऑफिस को खोलने का कोई औचित्य नहीं है। जहाँ तक पोस्ट ऑफिस की बैंकिंग सेवा को चलाने की अनिवार्यता का प्रश्न है तो इसके लिए भी  सभी डाक कर्मचारियो को पोस्ट ऑफिस बुलाने की कोई आवश्यकता नही होनी चाहिए।विभाग का एक टोल फ्री नंबर बनाकर, जो भी उस पर काल करता है, विभाग के सरकारी वाहनों से उस ग्राहक का पैसा उसके घर पर पहुंचाने की व्यवस्था होनी चाहिए।  माननीय महोदय, आज डाक विभाग का कर्मचारी भ्रम की स्थिति में हैं। माननीय सचिव महोदय जी के आदेश को मानने से ना केवल माननीय प्रधानमंत्री जी के निर्देशों का उल्लंघन होगा अपितु हम आम लोगों को भी डाकघरों में आने का आमंत्रण देंगे जो किसी भी स्थिती में ठीक नही होगा।

हमारे इस प्रतिवेदन का ये कदापि मतलब नहीं है कि हम अपनी जिम्मेदारी से भाग रहें है। हम भारतीय मजदूर संघ के कार्यकर्ता हैं एवम हमारा नारा है कि "देश के हित में करेंगे काम"। लेकिन वर्तमान की तशवीर विलकुल अलग है। 

अतएव माननीय महोदय जी से सादर निवेदन है कि उपरोक्त परिस्थितियों में उचित निर्देश जारी करने की कृपा की जाय।

प्रिय बंधुवर, नमस्कार। जैसा कि हम सभी देख रहे हैं कि पूरा विश्व कोरोना नाम की महामारी से संघर्ष कर रहा है। सार्वजनिक एवम निजी छेत्र के सारे उद्योग बंद किये जा रहे हैं। एक अत्यंत महत्वपूर्ण जनहित का विभाग होने के नाते हम सभी डाक कर्मियों को इस कठिन    एवम खतरनाक परिस्थितियों में भी कार्य करना पड़ रहा है। हमें बड़ी सजकता के साथ अपनी जिम्मेदारी को भी पूर्ण करना है एवम जो भी आम आदमी हमारे संपर्क मे आये उन्हे भी सावधान करना है। ध्यान रहे कि एक कहावत है कि " डर के आगे जीत है। हमें विश्वास है कि अपना देश इस बड़ी चुनौती से भी जीतकर बाहर आयेगा। उस समय इन कठिन परिस्थितियों में जब बाहर निकलने मे भी डर लग रहा है, आप द्वारा की गयी निःस्वार्थ जनसेवा का मूल्यांकन होगा लेकिन सावधान रहना है। हमने माननीय सचिव महोदय डाक विभाग को पत्र लिखकर एवम व्यक्तिगत रूप से मिलकर आपकी सभी समस्याओं से अवगत करा दिया है। विभाग की तरफ से भी हमारी सुरक्छा के सभी प्रयास हो रहे हैं। कहीं पर यदि कोई समस्या है उसे स्थानीय अधिकारियों को बताना है एवम इस बारे में मीडिया मे कुछ भी बोलने से बचना है। हम धन्य है कि आज हमारे देश का नेतृत्व एक ऐसे  व्यक्ति के हाथ में है जिन्हें हमारे आप की तरह हमारी छोटी छोटी संभावित परेशानी का स्वतः अनुमान हो जाता है। विपरीत परिस्थितियों में राष्ट्र कार्य करने वालों को सम्मानित करने एवम इस बड़ी चुनौती से लड़ने के लिए माननीय प्रधानमंत्री जी ने एक अपील राष्ट्र के संबोधन के माध्यम से हमसे आपसे की है जिसका शत प्रतिशत अनुपालन हम सभी को करना है। पूज्यनीय ठेंगड़ी जी कहते थे कि चुनौतियों को अवसर में बदलो। यह वही समय है जब हम सभी को पूर्ण सावधान रहते हुए राष्ट्र कार्य  भी करना  है और आपदा मे देश एवम देशवासियों के साथ खड़े रहना है। अगर इस समय हमारी आवश्यकता हो, तुरंत हमें फोन करे। हमेशा हमारा फोन खुला रहेगा। आजादी की लडाई के समय हम आप नहीं थे ये हमारा दुर्भाग्य है किंतु अब राष्ट्रसेवा का कोई अवसर हम सब जाने नही देंगे। शुभकामनाओं सहित

Over 4.75 lakh vacancies to be filled soon-Dr Jitendra Singh -- PIB

Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh said that over 4 lakh 75 thousand vacancies will be filled soon. This information was given in a written reply to a question in Rajya Sabha today.

During the year 2019-20, three recruiting agencies namely, Union Public Service Commission (UPSC), Staff Selection Commission (SSC) & Railway Recruitment Boards (RRBs) have made recommendations for  recruitment to the following posts:-

UPSC	4,399
SSC	13,995
RRBs	1,16,391
TOTAL	1,34,785

Besides, the SSC, RRBs, Department of Posts and Ministry of Defence have commenced the  process for filling up of additional 3,41,907 vacant posts.

All Ministries/Departments of Government of India have been advised to take advance action for reporting vacancy position with respect to direct recruitment (DR) posts to the concerned recruitment agencies i.e. Union Public Service Commission (UPSC) and Staff Selection Commission (SSC) etc. for filling up of such vacancies in a timely manner.

 Recently, in January 2020, all Ministries/Departments of Central Government have been requested to take time bound action to fill the existing vacancies in respective Ministries/Departments and their attached/ subordinate offices.

Today, a delegation of GENC under the leadership of Shri Sadhu Singh- Secretary General –GENC and Shri M.P. Singh Ji- Hon’ble Vice President –BMS (Central) met to Shri Jitendra Singh, Hon’ble Minister of State for Prime Minister Office (Deptt. of Personnel & Training )  . Shri Mukesh Singh Ji – Secretary General –BPMS and from BPEF S.K. Singh Secretary General were also in delegation and attended the meeting. Compassionate Appointment , very good Bench Mark, one additional increment to the retirees of June  and some other issues of Central Govt. Employees was discussed. We have given two demand of Postal Department to Hon’ble Minister.

1.    Provision of pay stepping in MACP:- The experiment to introduce MACP  by replacing TBOP/BCR  was nice but after implementation of MACP in some cases  the Junior employees are getting more pay than their seniors. It is also necessary to mention here that a lot number of court cases are pending in different Courts and some Judgment came from courts .

So, it is requested to make the provision of pay stepping in MACP

2.    Pay parity to PA/SA with Inspector of Post Offices:- It is to inform that upto 5^th CPC the pay of Inspector of Post Offices and PA/SA (TBOP) was same but it is quite surprising that 6^th CPC has changed  this parity without any valid ground.. It is also necessary to mention here that the educational qualification of both the cadre became same in new R/R In 5^th CPC when the pay scale of the entire Clerical grade was 3200-4000 the Entry pay scale of PA/SA was 4000-6000. It is requested to grant pay parity to PA/SA – TBOP (MACP-I) with IPO.

                                              : GENC Demands:

1.    Coverage of NPS to OPS option for those Employees who were appointed on or after 1/1/2004 on the behalf of vacancy arisen and advertised before 31-12-2003 also.

2.    Regarding Benchmark of “Very good” in place “Good for benefit of ACP/MACP and promotion.

3.    One Notional increment for pensionery benefit to those employee who are getting retirement on 30 June.

4.    Simplification of Compassionate Ground Appointment Rules.

5.    After giving one time relaxation to all pending cases for compassionate appointment and enhance 5% to 15%.

6.    To opt 7^th Pay Commission option exercise should be beyond to date of notification is as 25/7/2016.

7.    Regarding regularization and exploitation of Contract / Casual work in Govt. institution.   

Hon’ble Minster has assured the delegation to do the needful in this regard.
