HEALTH CARE FACILITIES TO GDS - GUIDE LINES ISSUED BY THE DEPARTMENT

The Department of Post is started process to introduce medical facilities to the Gramin Dak Sevaks on the lines of Rashtriya Swastha Bhima Yojana formulated by Ministry of Labour and Employment.

This scheme is likely to be introduced shortly after its   active examination by Integrated Finance Wing and subject to the approval of the Ministry of Finance, Department of Expenditure at the cost of Rs.7.29 crores from Govt. side.

A Nodal Officer in the Circle of the rank of DPS will hold the responsibility to implement the scheme.

In all the  Circles, the details of regularly engaged GDS completing one year's service as on 01-05-2013  and the details of their family members (4) (beneficiaries) are to be collected in each division & the data has to be kept for district-wise.

It is proposed to collect the data from the regularly engaged each GDS in Annexure - IV by 15-06-2013. And the required district wise data as on 01-05-2013 will reach Directorate by 30th June 2013.

LAUNCH OF LOGISTICS POST AIR SERVICE

India Post has started “Logistics Post Air Service in Association with Air India on identified sectors amongst 15 linking airports, Agartala, Delhi, Mumbai, Kolkata, Nagpur, Bangalore, Hyderabad, Chennai, Pune, Ahmedabad, Imphal, Guwahati, Patna, Lucknow & Trivandrum (Thiruvananthapuram). The main  features of this service include. (i)            First Category: Airport. Customer to deposit the consignment at the postal facility available at the airport premises at Logistics Post Air Booking Centre, Palam TMO, New Delhi – 110037 and the delivery will be effected to the customer at the post office facility at the destination airport. (ii)          Second Category: City to City (on payment of additional charges). On payment of City to City charges, the consignment will be booked at Logistics Post Air Booking Centre, RMS Bhawan, Delhi -  110006 and the delivery will be effected at the Logistics Post Delivery Centres in the Destination city. (Minimum additional charges Rs 50 per consignment @ Rs. 1/- kg). (iii)         Third Category: Door to Door (on payment of additional charges). Pick up from the premises or delivery at the permises of the consignment (Minimum additional charges Rs. 100 per consignment @ Rs. 2/- per kg). Charges shall be as per volumetric weight rates to be followed in accordance with IATA standards (6000 cubic cm = 1 kg for the purpose). There will be four types of rates for Logistics Post Air Service viz. (i)            Standard rate            -           For consignment upto 49 kgs. (ii)          Bulk Rate (BA)         -           for 50 kgs to 99 kgs. (iii)         Bulk Rate (BB)         -           For 100 kgs to 249 kgs. REVISION OF RATES OF DAMAGES FOR UNAUTHORISED OCCUPATION OF GENERAL POOL RESIDENTIAL ACCOMMODATION IN METROPOLITAN CITIES OF INDIA.

Government of India Ministry of Urban Development (Directorate of Estates) Nirman Bhawan, New Delhi-110 108 4th June 2013 No.18011/2/2006-Po1.III OFFICE MEMORANDUM Subject: Revision of rates of damages for unauthorised occupation of General Pool Residential Accommodation in metropolitan cities of India.           The undersigned is directed to refer to this Directorate' O.M of even number dated 6th December 2012 notifying the revised rates of damages to he chargeable from unauthorized occupants of General Pool Residential Accommodation (GPRA) from 1st January 2013. The revised rates were different for Central and Non-Central localities as well as for higher and lower types at the same station. It was also noticed that for some categories, the revised rates were very high, in some cases, even more than the basic pay of the eligible officers. The rates revised vide above said OM have been reviewed on receipt of feed-back from the allottees and it is felt that the concept of Central/Non-Central area at the same station is discriminatory and should be done away with. 2. In view of above, it has been decided to revise the rates of damages notified vide OM dated 6th December 2012 as per Annexure at a uniform rate of 55 times of normal rate of licence fee in respect of Type-VII and Type-VIII, 50 times of the normal rate of licence fee in respect of Type-IV(Spl) to Type-V1 and 40 times of the normal rate of licence fee in respect of Type-I to Type-IV categories of accommodation irrespective of the Central/Non-Central /area in all metropolitan cities except Mumbai for which separate rates have been given in the Annexure. 3. The revised rates being notified vide this OM shall be effective from 1st January 2013 and will be valid till 31.3.2014 or till further orders. The rates of damages will automatically get revised as and when the rate of normal licence fee under FR 45-A is revised. In cases, where higher rates have been charged between 1st January 2013 till notification of new rates, the same may be adjusted/refunded. 4. In respect of other departmental pools of accommodation in Delhi/other stations, the rates of damages prescribed for GPRA shall be adopted by such other Ministries/Departments. Similar rates of damages are to be worked out by the CPWD for other stations wherever GPRA is available and the rates so worked out are to be adopted for recovery of damages in respect of GPRA as well as departmental pool of accommodation at these stations. Where there is no GPRA, the concerned Ministry/Department have to get suitable unit rate worked out by the CPWD/local PWD. 5. This issues with the concurrence of Integrated Finance Wing of the Ministry of Urban Development under its Diary No. 169/US(D.1V)/FD/13 dated 31.05.2013. 6. Sub: Supply of bicycles to GDSs working in Branch Post Offices - Regarding

The criteria for supply of bicycles to GDSs working in Branch Post Offices as per the Directorate letter No.17-3/2013-MV dated 29.05.2013 are as follows:

            (1)   GDS Delivery Agent should cover at least 3 KMs per day for delivery of mails.

          (2)   GDS Delivery Agent as also GDS DA doing the combined duty of BPM and/or   Mail Carrier is eligible for bicycle.

            (3)   Only one bicycle will be supplied to a Branch Office.

       (4)   Where the delivery jurisdiction is limited to the village where Branch Office located, no bicycle would be supplied.

As per the criteria mentioned above I am directed to request you to kindly intimate the number of BOs that served more than one village and the number of bicycles required for your Division latest by 1600 hours of today (03.06.2013) through e-mail positively for report to Directorate.

                   I am directed to say that it has been observed that there has been a tendency on the part of several officials at various levels to by-pass the prescribed channels of submission of representations / petitions or to submit advance copies of representations to Secretary (Posts) / Director General (Posts) / Member (Personnel) / DDG (Personnel) / Director(Staff) requesting for promotion ,pay fixation, grant of MACP, transfer under Rule 38, posting to a particular station , expunction of adverse remarks, appointment to specific position, etc..Even in such matters, where the Circles are competent to decide the representations, the officials are sending representations/petitions or advance copy of representations to Directorate. Mere perusal and / or processing of such letter consumes significant time at different levels in the Directorate.

2.         In this context, it is pointed out that Rule 115 of the P&T Manual Vol. II states that any representation, which is not an appeal should be designated as a petition. According to Rule 118-A (1) of the said Volume, any petition or copy thereof which is sent direct to the Director General or to any subordinate authority , instead of through the proper channel , will be filed , no notice of any kind being taken of it.

3.    Further, the CCS(Conduct) Rules,1964 clearly provide that whenever a Government servant whishes to press a claim or seek redressal of a grievance in any matte connected with service rights or conditions, the representations should be forwarded through proper channel.

4.         In spite of adequate and clear instructions regarding the manner in which the representations should be submitted by the Government servants, the representations / petitions or copies of representations are being submitted  directly to higher authorities in violation of the said instructions.

5.         In view of the above, the Circles are requested to bring the above position to the notice of their employees and advise them to refrain from sending advance copies of representations / petitions or copies of the representations to the authorities in the Directorate. Any such communication not received through proper channel will be filed without taking notice of it. Administrative action may also be taken against officials for violation of rules / instructions on the subject.
