GDS AND CASUAL LABOUR LATEST NEWS
1.Postal Board has sent the proposal for introducing Health Insurance Scheme to GDS, to Finance Ministry for approval.
2. GDS Bonus ceiling limit raising – Finance Ministry has again returned the file with adverse comments.
3.Casual Labourers Committee recommendations have been considered by the Postal Board and proposal of the Postal Board is being sent to Finance Ministry for approval.
Review of the Special Recruitment Drive launched to fill up the backlog reserved vacancies of the Scheduled Castes, Scheduled Tribes and OBCs.
The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).
The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancies which were yet to be filled. The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012. All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.
The achievement of the Special Recruitment Drive on its conclusion on 31st March, 2012, as reported by various Ministries/Departments is as follows:
(i) A total of 75,522 backlog vacancies were identified. Of these, 44,427 were in the direct recruitment quota and 31,095 in the promotion quota.
(ii) Of the 44,427 backlog vacancies in the direct recruitment quota, 28,588 have been filled up so far. The success rate in direct recruitment quota is therefore 64.35 percent .
(iii) Out of 31,095 backlog vacancies in the promotion quota, there are 11,347 vacancies (SC 4,239 & ST 7,106) for which eligible candidates are not available even in the extended zone of consideration. Therefore, it has not been found possible to fill up these vacancies. Out of the remaining 19,748 vacancies in the promotion quota, 19,446 vacancies have been filled up so far. After excluding the vacancies for which candidates are not available, achievement of the drive in respect of the promotion quota is 98.47 percent.

Availing of LTC (Leave Travel Concession) in current block year
Everyone knows that all central government employees can avail LTC through their respective department and can use this opportunity for travelling to any part India. This concession can be availed in block years. A block year consists of four calendar years. As far this block year is concerned, this year 2013 is the last year in this particular block year – i.e. 2010-2013.
Employees can use this opportunity this year itself without waiting for an extension in the next year. In the last couple of years the block years were extended for another one year for the benefit of many of our employees who are not utilizing it properly. In JCM Meetings, Trade unions and Federations are demanding more facilities in LTC like Air Travel from anywhere in India. Now employees can travel to Jammu & Kashmir and North Eastern States by air. The government has informed that only about 20% of the employees are utilizing this concession.
Going for vacation to different places with family and friends gives the entire family, a fresh atmosphere. Mingling with friends and other people in different places nourishes our thoughts and minds. In foreign countries, going for a vacation is encouraged very much. To conclude, all central government employees should grab this golden opportunity to travel to any part our country and can enjoy their vacation.

Subject: Grant of one increment in pre-revised pay scale - OM dated 19.3.2012 - clarification regarding.
The undersigned is directed to invite a reference to this Ministry’s Office Memorandum of even no. dated 19.3.2012 which provides that those Central Government employees who were due to get their annual increment between February to June during 2006, may be granted one increment as on 1.1.2006 in the pre-revised pay scale as a one time measure and, thereafter, will get the next increment in the revised pay structure on 1.7.2006.
2. As per this Ministry’s OM No. F. No. 1/1/2008-IC dated 30th August, 2008. fitment tables have been prescribed in Annexure-1 thereto, specifying the stages of revised pay in the revised pay band with reference to each stage of pre-revised pay in various pre-revised pay scales. As per the fitment tables, the stage of revised pay in the pay band has been mentioned at the same stage in respect of two consecutive pre-revised stages of pay in cases of certain pre-revised scales.
3. This Ministry has been receiving references as to whether in cases where the fitment table provides for the same revised stage in case of two consecutive pre-revised stages in a particular pre-revised scale of pay, the
benefit of bunching is admissible after grant of one increment in the pre-revised pay scale by virtue of this Ministry’s OM dated 19.3.2012.
4. The matter has been considered and it is clarified that Fitment Table contained in the aforesaid OM dated 30.8.2008 is to he strictly followed for fixation of pay in the revised structure without any deviation.
5. In cases where the stages of fixation of pay in the revised pay band as per fitment table contained in the aforesaid OM dated 30.8.2008 provides for the same revised stage in the Pay Band with reference to two consecutive stages of pre-revised pay in the corresponding pre-revised scales, then in such cases due to application of this Ministry's OM dated 19.3.2012, there will be no change in the revised pay as on 1.1.2006, if the revised stage with reference to the pre-revised pay after accounting for one increment in the pre-revised scale does not undergo any change as per the Fitment Table. It is also clarified that no further bunching will be allowed in such cases and no re-fixation of pay will be admissible in the revised pay as on 1.1.2006.

ANSWER

(a)&(b) The 5th Pay Commission
had recommended that Dearness Allowance should be converted into Dearness Pay
each time the Consumer Price Index increases by 50% over the base index used by
the last pay Commission. Accordingly the Government issued orders on 27.02.2004
for merging of 50% of the DA with the basic pay w.e.f.01.04.2004.
(c) The 6th Central Pay Commission
had recommended not to merge Dearness Allowance with basic pay at any stage.
Government has accepted this recommendation vide Resolution dated
29.08.2008. Hence the question to merge DA with basic pay does
not arise. However, the rate of DA is being revised at periodic intervals.

In written reply of question "whether Government proposes to modify the existing recommendation of the Sixth Pay Commission that Central Government employees will get an increment in the month of July in every calendar year to ensure that those Government employees who are retiring irrespective of the month of the calendar year and have at least put in more than six months of service get the last increment", Govt has submitted that there is no proposal under consideration of the Government to make any changes in increment date.

ANSWER
(a) to (c) : The existing provision for uniform date of annual increment on 1st July every year is based on the recommendations of the 6th Central Pay Commission which went into the service conditions of the Central Government employees taking into account all relevant factors. There is no proposal under consideration of the Government to make any changes therein.

(क) क्या सरकार का प्रत्येक कैलेंडर वर्ष के जुलाई माह में केन्द्र सरकार के कर्मचारियों की वेतन-वृद्धि होने संबंधी छठे वेतन आयोग की मौजूदा सिफारिश में बदलाव करने का विचार है, ताकि सुनिश्चिेत किया जा सके कि एक कैलेंडर वर्ष में किसी भी माह में सेवानिवृत्ता होने वाले तथा उस वर्ष में कम से कम छ: माह तक अपनी सेवाएं प्रदान कर चुके सरकारी कर्मचारियों को अन्तिम बार वेतन-वृद्धि मिल सके;
(ख) यदि हां, तो सेवानिवृत्र हो रहे ऐसे सरकारी कर्मचारियों को लाभान्वित करने हेतु संशोधित अधिसूचना कब तक जारी कर दी जाएगी, क्योंकि इसका प्रभाव उनके पेंशन संबंधी लाभों आदि पर पड़ता है; और
(ग) यदि नहीं, तो इसके क्या, कारण हैं?

(a) Yes, Madam.
(b) The details of abolition of posts are placed at Annexure-I. The reasons for abolition of posts were in accordance with Department of Personnel & Training OM No. 2/8/2001-PIC dated 16.5.2001 vide which the Scheme of Optimization for Annual Direct Recruitment Plan was launched. As per this Scheme, the direct recruitment was to be limited to 1/3rd of the direct recruitment vacancies arising in a year subject to a further ceiling that it does not exceed 1% of the total sanctioned strength of the Department. The remaining direct recruitment posts were required to be abolished.
(c) Manpower requirement and regular recruitment is an ongoing process in the Government. Shortage of staff in the Department and in the Post offices in various cadres arises mainly due to promotion, retirement, death, leave or transfer.
(d) Does not arise in view of (c) above..
(e) Vacancies in the Department are filled up by promotion or by direct recruitment as per extant procedures regularly.

Subject: Extension of RTI web portal for online filing of RTI application.
In continuation of this Department’s O.M. of even number dated 22/04/2013, ¡t is intimated that training to RTI Nodal Officers, RTI Cell officials and NIC/IT personnelattached with Ministries/Departments of Government of India have been completed by DoPT with the help of NIC.
2. It is again requested that training to all the CPlOs and First Appellate Authorities (FAAs) may be provided by the concerned Ministry/Department, through the officials trained by DoPT/NIC, User name/password to all the CPIOs and FAAs are to be provided by RTI Nodal Officers of the concerned Ministry/Department. It is imperative that the RTI Nodal Officers start updating the details of CPIOs / FAAs in the system and issue user name and password to them at the earliest.
3. As mentioned in the said O.M., it is planned to extend the facility of RTI onlineweb portal to all the Ministries/Departments of Government of India. This facility is being extended to Ministry of Home Affairs, Department of Agriculture and Cooperation, Department of Animal Husbandry, Dairying and Fisheries and Department of Consumer Affairs and Department of Food and Public Distribution from 22 May 2013.

SCHEME FOR ENGAGEMENT OF GDS ON COMPASSIONATE GROUNDS-MERIT POINTS

SCHEME FOR ENGAGEMENT OF
GDS ON COMPASSIONATE GROUNDS- MERIT POINTS AND PROCEDURE FOR SELECTION- REVISED
PROVISIONS THEREOF .
A reference is invited to this
Directorate letter of even number dated 14 December, 2010 and 01 August, 2011
vide which the scheme for engagement of GDS on compassionate engagement cases
to be considered on or after 0-01-2011.

The Scheme has recently been reviewed in this Directorate and partial
modification to the existing provisions of the Scheme. The following provisions
are hereby to be substituted with the approval of the competent authority:-
(a) The attribute of assessing indigence
appearing at Ser. 7- Educational Qualification of Applicant” on Page 3 of this
Directorate letter No. 17-17/2010-GDS dated 14-12-2010 is deleted.
(b) The attribute of assessing indigence
appearing at Ser. 2- outstanding liabilities for Education/ marriage of
dependent children” on Page 2 of this Directorate letter No. 17-17/2010-GDS
dated 14-12-2010 is substituted as under :-

Apart from the above, cases where the wife
of the deceased GDS has applied for compassionate engagement for her,
she shall get 15 additional points as grace points. This is in line with the
general principle that the widow
needs to be given preference for compassionate engagement. Such grace points
shall not be permissible to the widower applicant.

All other provisions contained in the scheme dated 14-12-2010 as further
modified under letter of even number dated 01-08-2011 shall continue to apply
as already prescribed and all compassionate engagement shall be approved within
the ambit of the prescribed Scheme only. It is reiterated that the existing
criteria of 50 Points and above for adjusting ‘ hard and deserving cases’
stands.

The above changes shall take effect
from the date of application of the original Scheme. All cases which
were considered & rejected by the CRC based on the earlier provisions of
the new Scheme, may be reconsidered afresh based on application of the revised
criteria within the time frame allowed under Para 7 (e) of this Directorate
letter No. 17-17/2010 –GDS dated 14-12-2010 as fresh cases subject to
availability of vacancies in the division concerned in view of removal of
ceiling of 10% already without further reference to this Directorate.
5.Pursuant
to the provisions now revise, where the
widow now applies for the
compassionate engagement following rejection of the case of one of her child;
her case may also be taken as a fresh case to be considered as per the new
scheme as modified. Thus before the already rejected cases are reconsidered,
the widow may be given an option to be exercised in writing within one month on
date of receipt of the communication to be issued by the Circle treating the
application of her child as withdrawn & consideration of her application
afresh to follow in due course . Where such an option is exercised, the already
rejected application of her child may not be reconsidered and her fresh application
may go processed expeditiously.

Rs.3500- will not only settle the long pending demand of GDS but would also
harmonize the service union's relations with the administration"
