Sub:- Need to ensure prompt delivery of mail on the day of receipt at the Post Offices.
This has reference to the Directorate D. O. letter of even no. dated 19-06-2013 on the above subject vide which Circles were asked to bring skeleton staff on Sundays/ holidays on duty so that accountable mails can be processed and kept ready in advance to be included in the first delivery of next working day.
2. In this connection, it is intimated that the Directorate is further examining the issue of calling skeleton staff on duty on Sundays/ holidays for processing of mail.
3. Instructions regarding calling of skeleton staff on Sundays/holidays in delivery offices for processing of accountable mail are, therefore, held in abeyance until further orders.
4. However, other instructions contained in Directorate DO letter of even no. dated 19-06-2013 will continue to be operative.

Decision of Central Trade Unions held on 8th July 2013
The Joint meeting of Central Trade Unions held on 8th July 2013 at BMS office, New Delhi has decided the following course of joint mobilization/agitations and activities
1. National Convention of Trade Unions on 6th August 2013 at Mavalankar Hall, New Delhi
2. State level and district level rallies/agitations/demonstrations/jail bharo etc during last week of September 2013
3. March/demonstration before Parliament in the month of December during Parliament session.
4. In various sectors like Coal, Telecom, Banks & Insurance, Transport, Power, Port & Dock etc, joint struggles/strikes are being planned/undertaken by the respective federations. All support should be extended to those struggles. Central Trade Unions should also jointly endeavour to develop sectoral struggles in various sectors.
Dates and details of programmes in September and December will be finalized through joint consultation of Central Trade Unions and announced from the National Convention

There is a proposal to supply bicycles to Branch Offices for providing better postal access to the rural areas and also for delivery of mail.
2. In this context, requirement of bicycles regarding their utility in your Circle for procurement of rural business like booking of articles, money orders, etc. through hand held devices need to be re-assessed. It may be kept in view that bicycles will also be used delivery of mails pending on local terrain, climate conditions like heavy rainfall, extreme heat and cold, etc. You may also like to have views / comments on this issue from the field offices, and especially from divisions falling in difficult areas like hilly areas, and desert areas, areas having very high rainfall.
3. Kindly communicate your requirement of bicycles accordingly within one week positively.
