MODERNIZATION & COMPUTERIZATION IN POs - NEWS

Under IT Modernization Project-2012, Branch Post Offices located in rural areas would be made high-tech and netbooks and hand-held devices would be provided to these offices. Not only this, branch post offices would get mobile thermal printer, smartcard reader, finger-print scanner, digital camera etc for signature/ document scanning and making transactions. Very soon Post offices would be linked under core banking solution, which would bring revolutionary changes in banking at rural level.
After implementation of CBS, customers of post offices would be able to avail services like net banking, mobile banking and ATMs. Regular monitoring of postal services is being undertaken under the 'Project Arrow', and the overall outlook of post offices was being changed under 'look and feel' scheme. In near future, all post offices would be brought under the Project Arrow scheme and would be made more high-tech through implementation of Core Banking Solutions.

Amendment in Bonus Act for waiving ceilings is not considered at this time: Govt latest reply in Rajya Sabha








The calculation ceiling and eligibility limit has been revised from Rs. 2500/- to Rs. 3500/- per month and Rs. 3500/- to Rs. 10,000/- p.m. respectively vide the Payment of Bonus (Amendment) Act, 2007 notified on 13/12/2007 and made effective from 1st April, 2006. Keeping in view the large financial implications for both for the Public and Private Sectors further amendment to the Payment of Bonus Act for waiving both the ceilings is not considered feasible at this stage.: Govt reply in Rajya Sabha see details below:-

(a)whether it is a fact that at present skilled workers who are really contributing to production and productivity are not getting bonus; and
(b)whether Government is planning to amend the Bonus Act and waive the ceiling in salary and maximum bonus so as to make everybody in a production unit eligible to get the bonus?
ANSWER

(a):       As per the Payment of Bonus Act, 1965, any employee is entitled to get bonus provided he / she is considered as an eligible employee. As per the Act, an “employee” means any person (other than an apprentice) employed on a salary or wage not exceeding ten thousand rupees per mensem in any industry to do any skilled or unskilled manual, supervisory, managerial, administrative, technical or clerical work for hire or reward, whether the terms of employment be express or implied.” Government has no specific information of skilled workers being denied bonus.

वर्ष  2 0 0 6 से  पहले सेवनिवर्त हुवे केन्द्रीय करमचारियो को सरकार को जल्द पेंशन के तौर पर एक मुस्त रकम का भुगतान करना होगा 1 Delhi Highcourt ने छठा वेतन आयोग लागू के दिन से ही बढ़ी हुई पेंशन देने का आदेश दिया  है 1 

दो सदस्य पीठ ने केंद्रीय पंचाट के फैसले को जारी रखते हुवे केंद्र की अपील खारिज कर दी  है ! पीठ ने सरकार को 2 4 सितम्बर 2 0 1 2 के बजाए जनवरी 2 0 0 6 से ही बढ़ी पेंशन देने का आदेश दिया 1  पीठ ने सरकार को पे -बेंड  और  ग्रेड  - पे जोड़कर जो रकम बनती  है , उसकी कम से कम 5 0 फीसदी पेंशन में देने  को कहा है 1

कोर्ट ने सरकार को दो महीने के भीतर बढ़ी पेंशन के हिसाब से भुगतान का आदेश दिया है 1 साथ ही ,हिदायत दी कि समय  पर भुगतान नहीं करने पर नौ फीसदी बयाज देना होगा 1

Postal department hiring: CBI conducts raid in Bihar

PATNA: The CBI on Friday conducted raids at 16 different places located in Sitamarhi and Samastipur districts in connection with the irregularities detected in the appointment of Gramin Dak Sevaks. These appointments were made by the postal department in 2008 and 2012.
Confirming the raids, CBI DIG B K Singh said the CBI sleuths detected 17 such appointments in Sitamarhi and 13 in Samastipur district. "Though no arrest has been made so far in the matter, a thorough investigation is on to nab the real culprits behind such appointments," he said. Singh said the appointments were made after preparing a merit list on the basis of marks obtained in class X by the candidates irrespective of their board. All these 30 candidates were prima facie appointed on the basis of fake Madhyama certificates purportedly issued by Sanskrit Shiksha Board, he said.

Gratuity Pay under New Pension System

Gratuity Pay under New Pension System
Death-cum-Retirement Gratuity is paid to Central Government employees under New  PensionSystem (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement. The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed,  vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P & PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972. The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years’ qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month’s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service. The maximum retirement gratuity payable is 16½ times the Basic Pay, subject to a maximum of Rs. 10 lakh. If the Government Servant dies while in service, the death gratuity shall be paid to his family at rates furnished in the table below:

Stepping up of pay of the senior with reference to juniors: Clarification by FYS

Stepping up of pay of the senior with reference to the revised pay of juniors applicability of Notes 7 & 10 below Rule 7 (1) of CCS (RP) Rules, 2008 - Clarification by Principal Controller of Accounts (FYS) vide his Circular No. 10 dated 08/04/2013.  Text of letter:

Subject: Stepping up of pay of the senior with reference to the revised pay of juniors applicability of Notes 7 & 10 below Rule 7 (1) of CCS (RP) Rules, 2008.

Several references have been received from some of the Factories as well as Br. AOs seeking clarification for stepping up of pay to the senior Fireman at par with their juniors appointed on or after 1.1.2006 in terms of Ministry of Defence I D No.11(4)/2008/D (Civ-I) dtd 06-05-2011.


The matter was taken up with the OFB for preparation of common seniority list in respect of Firemen grade to fulfill one of the conditions stated in the ibid MOD order.

The OFB after repeated reminders has intimated that the seniority of the Fireman grade in OF Organisation is maintained locally at the Factory Level. The Staff Side has also agreed in the JCM Level-III to continue present system of maintaining seniority of the Fireman grade at the Factory level as the these employees are not susceptible to transfer from one Factory to another Factory.

The availability of element of Direct Recruitment, the other condition stated in the above MOD order 6.5.2011, has been provided in the SRO-32 of 4.5.2012.

Keeping in the view of the above, this office is of opinion that the benefit of steeping up may be extended to the senior Firemen in those factories where a junior Fireman appointed on or after 1.1.2006 is actually drawing higher pay than his senior provided the senior and the junior belongs to the same seniority list maintained in the concerned Fy. The benefit will not be admissible in the grade of Leading Fireman as in that grade the element of direct recruitment is not available.

Postmaster Grade I Examination 2013 - Schedule announced

Directorate has announced the schedule for conducting Limited Departmental Competitive Examination for promotion to the cadre of Postmaster Grade I for the year 2013 vide letter no A-34012/4/2012-DE dated 23.04.2013. The date of Examination is 30.06.2013(Sunday). The last date for receipt of applications from willing officials at their controlling units is 03.05.2013.
