Over 4.75 lakh vacancies to be filled soon-Dr Jitendra Singh -- PIB

Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh said that over 4 lakh 75 thousand vacancies will be filled soon. This information was given in a written reply to a question in Rajya Sabha today.
During the year 2019-20, three recruiting agencies namely, Union Public Service Commission (UPSC), Staff Selection Commission (SSC) & Railway Recruitment Boards (RRBs) have made recommendations for  recruitment to the following posts:-

UPSC4,399
SSC13,995
RRBs1,16,391
TOTAL1,34,785

Besides, the SSC, RRBs, Department of Posts and Ministry of Defence have commenced the  process for filling up of additional 3,41,907 vacant posts.
All Ministries/Departments of Government of India have been advised to take advance action for reporting vacancy position with respect to direct recruitment (DR) posts to the concerned recruitment agencies i.e. Union Public Service Commission (UPSC) and Staff Selection Commission (SSC) etc. for filling up of such vacancies in a timely manner.
 Recently, in January 2020, all Ministries/Departments of Central Government have been requested to take time bound action to fill the existing vacancies in respective Ministries/Departments and their attached/ subordinate offices.

MEETING WITH SHRI JITENDRA SINGH JI HON’BLE MINISTER OF STATE FOR PRIME MINISTER OFFICE (DEPTT. OF PERSONNEL & TRAINING)

Today, a delegation of GENC under the leadership of Shri Sadhu Singh- Secretary General –GENC and Shri M.P. Singh Ji- Hon’ble Vice President –BMS (Central) met to Shri Jitendra Singh, Hon’ble Minister of State for Prime Minister Office (Deptt. of Personnel & Training )  . Shri Mukesh Singh Ji – Secretary General –BPMS and from BPEF S.K. Singh Secretary General were also in delegation and attended the meeting. Compassionate Appointment , very good Bench Mark, one additional increment to the retirees of June  and some other issues of Central Govt. Employees was discussed. We have given two demand of Postal Department to Hon’ble Minister.
1.    Provision of pay stepping in MACP:- The experiment to introduce MACP  by replacing TBOP/BCR  was nice but after implementation of MACP in some cases  the Junior employees are getting more pay than their seniors. It is also necessary to mention here that a lot number of court cases are pending in different Courts and some Judgment came from courts .
So, it is requested to make the provision of pay stepping in MACP

2.    Pay parity to PA/SA with Inspector of Post Offices:- It is to inform that upto 5th CPC the pay of Inspector of Post Offices and PA/SA (TBOP) was same but it is quite surprising that 6th CPC has changed  this parity without any valid ground.. It is also necessary to mention here that the educational qualification of both the cadre became same in new R/R In 5th CPC when the pay scale of the entire Clerical grade was 3200-4000 the Entry pay scale of PA/SA was 4000-6000. It is requested to grant pay parity to PA/SA – TBOP (MACP-I) with IPO.
                                              : GENC Demands:
1.    Coverage of NPS to OPS option for those Employees who were appointed on or after 1/1/2004 on the behalf of vacancy arisen and advertised before 31-12-2003 also.
2.    Regarding Benchmark of “Very good” in place “Good for benefit of ACP/MACP and promotion.
3.    One Notional increment for pensionery benefit to those employee who are getting retirement on 30 June.
4.    Simplification of Compassionate Ground Appointment Rules.
5.    After giving one time relaxation to all pending cases for compassionate appointment and enhance 5% to 15%.
6.    To opt 7th Pay Commission option exercise should be beyond to date of notification is as 25/7/2016.
7.    Regarding regularization and exploitation of Contract / Casual work in Govt. institution.   

Hon’ble Minster has assured the delegation to do the needful in this regard.

      MEETING ON GROUP MEDICAL

     INSURANCE SCHEME  FOR GDS


A Meeting on Group Medical  Insurance scheme for GDS, held on 17-01-2020 in the light of Postal Directorate File No. 17-31/2016(Pt.) Dt. 14-01-2020,  Under the Chairmanship Hon’ble S.K. Kamila Member (P), Mrs. Smriti Sharan, DDG (Estt.) and Shri S.B. Vyavahare -ADG (GDS/PCC) were present in the meeting. Due to pre-engagement of Shri Sugandhi Kr. Mishra, General Secretary BGDKS in some important organizational works at Kolkatta , Secretary General BPEF attended the meeting.

Department proposed Four names of insurance companies 1. Oriental Insurance, 2. Salasar Services (Insurance Brokers) Pvt. Ltd., 3. National Insurance company limited & 4. United India Insurance Co. Ltd. alongwith their terms and conditions for Group medical insurance Scheme for Medical treatment of GDS on the basis of yearly premium.
 BPEF Suggested that 50% of the premium should be beard by Central Welfare Board of the Department.  Otherwise ESI or CGHS facilities  should be provided to GDS . The Department assured to examine the matter from different wings of DOP before sending the proposal to Hon’ble MOC.
It has been agreed unanimously that
(i) The assured sum for Group Medical Insurance would be Rs. 2 Lakh.
(ii) One insurance company among Four above shall be get finalized by the Department.  Then the next round of meeting shall arranged with that company in the Chairmanship of  Hon’ble Member (P).

A meeting about Recruitment Rule of PA/SA held on  17-01-2020 from 15-00 hrs. in K.R. Murthi Committee Room of the Dak Bhawan under the Chairmanship of Shri S.K. Kamila ji, the Hon’ble Member (P) . Col. Arvind Verma - DDG (P) , Shri G. Rajeev - Director (Staff) and Shri S.N. Das, Director (SPN) were present in the meeting.  From BPEF, Shri Sanjay Kumar Sinha- President BPEF, Shri M.S. Chandel –General Secretary , BP-III,  Shri Triloki Tandon- General Secretry – BRMS-IV and Secretary General were present. The Suggestions of BPEF submitted to Honble Chairman is given below.
